Case Manager

Overview The New York City Criminal Justice Agency (CJA) is a not‑for‑profit service and research organization that operates in partnership with the New York City Mayor’s Office of Criminal Justice. CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA uses procedural justice practices to provide pretrial services to over 100,000 persons arrested annually in New York City. In its Supervised Release Program in Queens Criminal Court, CJA screens defendants for release, subject to specific conditions, and monitors program compliance. Position Summary Reporting to the Supervising Clinical Case Manager and under the direction of the Clinical Director, the Case Manager is a dynamic, knowledgeable professional with a social service, psychology, or clinical background. The role serves both youth and adult clients (ages 16 years and older) and focuses on reducing detention and crime rates by building relationships, coaching, and connecting participants with resources. Primary Responsibilities Client Needs Assessments Conduct intake/assessment interviews to identify participants’ immediate needs and risk factors for recidivism. Assess mental health and substance abuse issues and make outside referrals as appropriate. Explore interests and create plans to help participants meet goals. Assess school and/or job readiness; connect youth to education, vocational training, and certification programs, and provide peer support services. Verify participant contact information and assign appropriate supervision level. Client Engagement Build relationships with participants ages 16 years and older. Collaborate with support systems such as guardians. Review program conditions, agreements, and consents for disclosure. Maintain face‑to‑face and telephone contact; monitor re‑arrests and produce court reports. Utilize cognitive behavioral therapy and interactive journaling in sessions. Run psychoeducational and supportive therapy groups for participants ages 16‑24. Motivate participants to engage in voluntary services. Documentation and Reporting Update computerized case management appointments and produce periodic compliance reports. Write formal progress reports for each court date; advocate for graduated sanctions when appropriate. Complete all required documentation and maintain dataset reporting requirements. Teamwork and Relationship Building Communicate professionally with defense attorneys, Assistant District Attorneys, and referral agencies. Appear and advocate in court regarding participants’ compliance. Participate in clinical supervision, case conferences, staff meetings, and on‑service trainings. Minimum Qualifications Bachelor’s degree in social work, psychology, sociology, criminal justice, or related field. Two years of case management experience, with at least one year working with an adolescent population. Willingness to work evening and weekend hours as operations expand. Preferred Qualifications Knowledge of NYC Court Operations. Familiarity with alternative to detention, alternative to incarceration, or other advocacy program models. Working knowledge of treatment programs (substance abuse, mental health, etc.) and related support services (GED, job training, YIP, etc.). Sound and quick judgment. Excellent communication and writing skills. Computer literate with the ability to adapt quickly to new technology. Bilingual skills preferred (Spanish, Mandarin, Korean, French‑Creole) and other language skills are encouraged. Credentialed Alcoholism and Substance Abuse Counselor (CASAC) or CASAC in Training (CASACT) encouraged.
