About the Organization Purple Line Transit Operators (PLTO) is a private consortium that holds a Public‑Private Partnership (P3) contract with the Maryland Department of Transportation/Maryland Transit Administration (MDOT/MTA) for the design, construction, operation, maintenance and financing of the Purple Line, a 16‑mile light rail line in Montgomery and Prince George's counties. PLTO’s role is to operate and maintain the line for a 30‑year period following its opening in winter 2027. Prior to opening, PLTO is involved in system design, testing, service start‑up and building the organization that will perform O&M activities. PLTO is a limited‑liability company of Alternate Concepts Inc. (ACI) and CAF USA, Inc. (CAF), both leaders in mass transit operations and maintenance. Salary Range Salary Range: $71,000 – $81,000 General Description Under the general direction of the Deputy Director of Operations, the Transportation Line Supervisor is an important member of the PLTO management and supervisory team. During the pre‑revenue period of the project, the supervisor supports testing and commissioning activities, supervises or operates test trains, and helps prepare operating rules, procedures and special operating instructions. After revenue service begins, the supervisor monitors transit operations, LRV operators, and the safe delivery of reliable customer service. The role also involves handling emergencies, investigating incidents, issuing directives and disciplining employees as needed. Responsibilities / Essential Functions Serve as a key member of the operations team during the pre‑revenue phase by completing required training to become a qualified Light Rail Vehicle (LRV) Operator. Operate LRVs during startup and ramp‑up phases after qualification and support operational readiness. Act as a subject matter expert by mentoring new LRV operators and ensuring consistent operational standards. Help develop training materials and standard operating procedures (SOPs) using hands‑on experience. Ensure LRV operators adhere to company policies, operating rules and FTA regulations, and manage compliance with collective bargaining agreements. Coach, counsel and evaluate operators, providing documentation for certifications and performance feedback. Perform fitness‑for‑duty checks and represent the company in reasonable‑cause or post‑accident testing procedures. Monitor LRV operations, road conditions and service disruptions to ensure safe and timely service; act as Railroad Operations Commander (ROC) during emergencies. Conduct required efficiency testing, monitor vehicle loading and ensure compliance with operating rules and safety standards. Investigate operational issues, rule violations and passenger complaints, and recommend corrective actions. Assign operators to shifts and duties in alignment with job descriptions and union agreements; manage staffing to optimize on‑time performance. Address labor relations matters and report violations to senior management. Interact professionally with passengers, operators, staff and the public, assisting passengers with disabilities when necessary. Troubleshoot onboard train issues, coordinate with dispatch and report equipment issues to maintenance, and facilitate LRV exchanges. Support recruitment and onboarding efforts, including participation in job fairs and interviews. Stay current on all applicable regulations and industry best practices; attend mandatory meetings, trainings and development opportunities. Document incidents, delays and safety issues for leadership; submit reports related to incidents, accidents and operational concerns. Assist with special projects and other transportation‑related duties as assigned. Perform related tasks and duties as required. Knowledge, Skills and Abilities Certification to operate an LRV and maintenance of that certification. Knowledge of applicable regulations (FTA, OSHA, DOT). Ability to acquire knowledge of transit vehicle operations and city traffic regulations. Competence in transiting services, routes and schedules. Proficiency in two‑way communication devices, including smart‑phones and radios. Basic working knowledge of computers and software related to transit operations and Microsoft Office. Excellent customer service and relations skills. Ability to establish and maintain effective working relationships. Ability to make independent decisions within scope of responsibility. Strong verbal and written communication skills. Ability to organize and prioritize tasks. Time‑management, multi‑tasking and problem‑solving skills. Emotional, Psychological and Physical Requirements Supervise and manage an operating division. Work variable hours, including nights, weekends and holidays, and endure high levels of stress. Handle emergency situations calmly and effectively. Make quick and concise decisions. Maintain focus on priority tasks amid frequent interruptions. Maintain a high alert for dangers and obstacles inside and outside transit trains. Interact with the public, defusing potentially aggressive situations and escalating to law enforcement if required. Physical Requirements Sit frequently for long periods. Walk and stand periodically on duty, in stations, along the alignment and throughout facilities. Bend, twist and turn frequently during shift. Work in a field environment, possibly under adverse weather conditions. Lifts light loads at times (under 50 lbs). Bend or stoop while inspecting vehicles. Work in office and remotely in a vehicle as needed. Additional/Miscellaneous/Special Requirements Pass an acceptable drug/alcohol screen and a pre‑employment physical (including vision and hearing) upon hire and as regularly required. May be required to attend training, meetings, and classes for continued professional development, possibly involving local travel within the Washington Metropolitan area. Maintain an acceptable driving record throughout employment. Pass a pre‑employment drug and alcohol screening and comply with PLTO Drug and Alcohol Policy. Be eligible to work in the U.S. and pass a pre‑employment background check. A valid driver’s license is required; a valid Maryland license is preferred. Education and Experience High school diploma or GED required. Bachelor’s degree or higher in Business Administration or related field preferred. Minimum of two (2) years of experience providing instructions or directions to others in a professional setting. Five (5) years of experience in transit desirable, including one (1) year of management/supervision, dispatch, and/or scheduling; experience in a union environment preferred. Any combination of education and experience that is equivalent to a bachelor’s degree or higher may be considered.
