Definition: Direct and supervise Communications Specialists during assigned shifts and
participate in activities directly related to the goals and operation of the Communications
Center. Work involves considerable responsibility and judgment in the operation, planning, and
management of the Communication Center. Requires independent judgment in the
development, interpretation and implementation of directives, operating guidelines, policies,
procedures, and the application of laws and City ordinances.


Principal Duties: • Participate in the operation of the Communications Center during assigned shifts by
providing line-level supervisory direction and guidance to Communications Specialists
on matters of policy, procedure, training and equipment maintenance.
• Ensure all Communications Specialists are performing their duties in accordance with the
department policies, procedures, values and mission of the organization, as well as
municipal, state and federal laws.
• Knows and complies with all city and department policies; participates in professional
trainings and development.
• Perform the duties of a Communications Specialist as needed and assigned. Assists in
coordinating emergency response activities for fire, ambulance and law enforcement
agencies.
• Coordinate staff and maintain work schedules to provide adequate staffing.
• Assist in the development and implementation of procedures for the operation of the
Communications Center. Critically analyze and review existing procedures and policies to
ensure applicability and make suggestions for improvement.
• Maintain appropriate logs and records.
• Conducts performance coaching and counseling for Communications Specialists, Identify
and provide training when possible.


• Monitor functions of console, radio, telephone, CAD, and Center equipment; report
problems to appropriate technicians for repair and effect repair of those items within the
capabilities of routine maintenance.
• Assists in maintaining all training materials.
• Assist and coordinate the training of new Communication Specialists.
• Administer the emergency medical dispatching program. Track CDE points and maintain
logs and records.
• Coordinate, support and implement effective on-going training needs of
Communications Specialists. Create and utilize appropriate teaching aides as well as
researching "best in class" approaches for emergency communications training. Track
CDE points.
• Respond to inquiries, requests and questions regarding Communications Specialists
services. Investigate performance complaints and make corrective action/disciplinary
action recommendations if necessary.
• Conduct quality assurance audits and associated coaching. Maintain logs and records.
• Maintain open communication and encourage feedback from Communication
Specialists. Facilitate problem resolution at the lowest level possible.
• Work with the Communications Center Manager to plan, prioritize, and coordinate
renovations, improvements, and installation or deletion of equipment.
• Keep the manager informed of conditions and personnel issues and notate information
in logs.
• Assist the manager in planning, researching, and preparing the budget.
• Maintains on call status as assigned, on a rotating basis. Responsible for covering shifts
below minimum staffing or for assisting with exigent calls, including response to the
Communications Center during off hours and days off.
• Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly
to prevent accidents. Responsible for the safety of self, others, materials, and equipment.
Uses all required safety equipment.
• Performs essential duties and additional tasks in a manner which enhances City
Attributes.


Working Environment: Work is performed in an isolated and secure area with restricted movement. Work involves
extended periods of sitting while working closely with others with occasional periods of working
alone. Work is sometimes highly stressful and may have assigned deadlines. Great demands are
placed on time management and the ability to manage several tasks at one time. This position
requires the ability to effectively listen, communicate, and speak clearly enough to be
understood on the radio as well as train and direct the work of Communications Specialists.
Position requires the ability to solve problems and make effective decisions during stressful
conditions. Individuals are required to read and understand English at a speed adequate to
perform the job. Job requires individuals to be able to effectively persuade others by using
reason and logic. Work involves confidential management and personnel issues. The job
requires employees to work shifts, weekends, and holidays. Persons occupying this position
must maintain required certifications.
Qualifications:
A minimum of five years of Emergency Communications experience either in the
Communications Center as a full-time Communications Specialist or successful completion of at
least five years in a comparable full-time position in another Public Safety Emergency
Communications Center is required. Lateral Supervisory experience is preferred. Special
Qualifications: Current or prior experience as a Communications Training Officer (CTO)
preferred. Current or prior experience with Central Square Computer Aided Dispatch preferred.
Possession of a valid Colorado Driver License.
