Human Resources Position Specialist

Job Description
The Human Resources Position Specialist position is responsible for performing a variety of administrative and professional work in coordinating human resources functions of the County of Northampton. Work duties include assisting with recruitment efforts with a focus on the Department of Human Services, administering preemployment testing, and supporting onboarding and orientation processes. This position reports directly to the Deputy Director of Human Resources and Director of Human Resources. This position does not exercise supervision over other employees.
Essential duties of the position include assisting and advising applicants in all phases of the hiring process, maintaining open communication with hiring managers within the Department of Human Services, creating experience and training exams for Human Services positions, ensuring appropriate and current job descriptions are maintained, providing exceptional customer service, creating external job postings, assisting with the maintenance and upkeep of the job posting bulletin boards, preparing offer letters for job candidates, tracking the completion of new hire Authorized Driver paperwork, collecting signed Vehicle Safety policy paperwork and vehicle insurance information, maintaining and updating a tracking spreadsheet, assisting with recruitment efforts, attending job fairs and other recruitment events, conducting follow up interviews, conducting prescreening interviews, using HRIS to enter data for new employees, assisting with screening, ranking, and filling vacant positions, managing the DHS Jobs email inbox, assisting with conducting pre-employment testing, composing correspondence using Microsoft Office and Outlook, establishing and maintaining files, and preserving confidential and sensitive information.
Required minimum qualifications include a high school or general equivalency diploma and at least two years of satisfactory full-time professional human resources work experience. Knowledge of state and federal labor laws and regulations, knowledge of computers and computer software, ability to develop Excel spreadsheets and create formal correspondence in Microsoft Word, excellent communication and interpersonal skills, skill in public speaking, skill in gathering information from and explaining procedural and/or processing requirements, excellent time management, prioritization, and multitasking skills, ability to manage projects simultaneously, ability to learn to utilize the necessary software specific to the Human Resources department, ability to establish and maintain filing and other recordkeeping systems, ability to preserve confidential and sensitive information, ability to establish and maintain working relationships with County staff, other agencies, and the general public, ability to read, write, speak, understand, and communicate in English, and ability to add, subtract, multiply, and divide.
Physical demands include frequently walking, sitting, talking, or hearing, and occasionally lifting and/or moving up to twenty-five pounds. The noise level in the work environment is usually quiet. The job is FLSA non-exempt (eligible for overtime), career service pay grade CS/GR19, and non-union.
