Business Development Analyst

Position Summary

SSI is hiring a Business Development Analyst to drive opportunity identification, prime-vendor onboarding, and RFQ pricing for cable manufacturing, wire-harness/cable-assembly, machine-shop/machined-parts, and metal-fabrication work. The primary market is the U.S. Department of War, with broader commercial fabrication as a future growth path. The BD Analyst mines opportunities, works to get SSI added as an approved vendor/supplier to the major defense primes (RTX/Raytheon, Lockheed Martin, Northrop Grumman, and similar), and develops competitive RFQ responses — including bill-of-materials and firm-fixed-price pricing. This role blends BD data work with hands-on estimating and reports directly to the VP of Growth & Strategy.
The salary range for this position is $90,000-$100,000.



 

KEY RESPONSIBILITIES

• Data mining & opportunity identification. Systematically search federal and prime-subcontract sources — e.g., SAM.gov, DLA DIBBS, GSA eBuy, agency long-range acquisition forecasts, USASpending.gov (historical awards), SBA SubNet, and prime-contractor supplier/subcontract portals — for cable, machine-shop, and fabrication opportunities in the DoW market.
• Prime-vendor onboarding. Work to get SSI added as an approved vendor/supplier to major primes (RTX/Raytheon, Lockheed Martin, Northrop Grumman, and others): register in supplier portals and bidder lists, engage prime Small Business Liaison Officers and supply-chain buyers, and assemble supplier-qualification packages that showcase SSI's certifications (AS9100D, CMMI Level 3), and facility clearance.
• RFQ response development & pricing. Develop complete RFQ responses, including pricing — build and price bills of materials (labor, materials, ODCs, subcontracts), apply appropriate margins, and produce firm-fixed-price quotes and proposals that are competitive and compliant.
• Track and pursue opportunities through Other Transaction Authorities and consortium-based acquisition vehicles (e.g., Requests for Solutions, White Papers, Prototype Proposals) as an alternative to traditional FAR-based RFQs.
• Qualification. Screen opportunities against SSI's capabilities, set-aside status, incumbency, value, and win probability; prepare concise opportunity/quote summaries for bid/no-bid and gate reviews.
• Pipeline & CRM data governance. Own the accuracy and completeness of CRM/pipeline records — gate status, PWIN, weighted value, quote status, and key dates.
• Solicitation & quote tracking. Monitor postings, sources-sought, RFIs, RFQs/RFPs, and amendments; track due dates so no quote deadline is missed.
• Market & competitive intelligence. Maintain source lists, a capability-to-opportunity map, supplier/competitor intelligence, and a prime-relationship tracker for the manufacturing and fabrication segment.
• Communication & conduct. Provide proactive status and clean hand-offs; operate with an owner mindset and reliable follow-through.
• Assist with producing/populating reports for senior leadership.

REQUIRED QUALIFICATIONS

• Bachelor's degree (business, supply chain, engineering, finance, or related) or equivalent experience.
• Demonstrated experience pricing bills of materials and deliverables, including firm-fixed-price (FFP) quotes/proposals.
• Experience in BD/market research, procurement, estimating, or supply-chain analysis.
• Strong research, data, and spreadsheet/estimating skills; high attention to detail and cost accuracy.
• Excellent written communication and disciplined record-keeping.
• Ability to learn federal and prime-subcontract opportunity sources quickly.
• U.S. person; able to obtain/maintain eligibility consistent with SSI's facility clearance requirements.

PREFERRED QUALIFICATIONS

• Experience quoting manufacturing/fabrication work — cable/harness, machined parts, or sheet-metal fabrication — to defense primes.
• Familiarity with prime supplier-qualification processes and portals (RTX, Lockheed Martin, Northrop Grumman, etc.).
• Exposure to GovCon business development, capture, or proposals; APMP/Shipley familiarity.
• Familiarity with FAR/DFARS pricing basics and cost/price analysis.
• Comfort using opportunity/market tools and AI/analytics for lead generation and cost research.
