Overview Position: Procurement Specialist (Contractual) Grade: 16 Location: World Trade Center, 401 East Pratt Street, Baltimore, MD 21202 Main Purpose of the Job The Maryland Department of Commerce is seeking qualified applicants for the Procurement Specialist Contractual position within the Division of Administration and Technology. Responsibilities Procure goods and services, with a maximum value of $200,000, including equipment, supplies, and information technology items. Use sole source, competitive, or negotiated award methods and conduct direct bid solicitations, credit card purchases, and processing of sole source procurement requests. Evaluate, negotiate, and award contracts in accordance with state procurement laws, procedures, and regulations. Conduct Invitation for Bids (IFB) and Request for Proposals (RFP) solicitations and issue contracts after awards. Provide guidance and support to agency personnel as required. Coordinate procurement activities for divisions in line with state procurement guidelines. Process requisitions in the Advanced Purchasing and Inventory System (ADPICS) of the State’s Financial Management Information System (FMIS) and update vendor information in FMIS. Monitor and process assigned statewide commodity/service contracts. Perform departmental administrative tasks. Minimum Qualifications Six years of total experience, including two years in contract management or procurement involving soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with government procurement laws and regulations. An additional four years of professional contract management or procurement experience. Preferred is the possession of a Bachelor’s degree from an accredited college or university or an additional four years of graduate education at the rate of thirty credit hours. Alternative qualifications include certifications such as Certified Public Manager, Certified Professional Contracts Manager, Certified Public Purchasing Officer, or Certified Professional Public Buyer, as well as U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management, or logistics specialist classifications. Knowledge of government procurement laws, regulations, and policies. Experience with the ADPICS portion of FMIS. Proficiency with Microsoft Office Suite, Google Mail, or other relevant software. Selective Qualifications One year of experience working with the state Financial Management Information System (FMIS). Preferred Qualifications Experience with the ADPICS portion of FMIS. Knowledge of and experience with state government procurement laws, regulations, and policies. Ability to conduct pre-proposal conferences. Experience reviewing procurement contracts for compliance with state laws and regulations. Benefits Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
