Assistant Director Office of Business Taxes

Summary Statement The incumbent reports to the Director of Revenue and provides leadership and oversight for the Corporate and Business Audit and Personal Income Tax Audit programs, directing approximately 60 employees through subordinate managers. The position develops audit strategies, performance goals, and enforcement objectives to enhance tax compliance and revenue collection. The incumbent serves as the primary liaison for external audit vendor contracts, provides guidance to audit leadership and staff, and manages an operational budget exceeding $7.5 million. Essential Functions Recruit, train, supervise, and evaluate the performance of subordinate staff. Develop criteria, policies, and procedures for the Office of Business Taxes to process taxes and enforce the business tax statutes equitably. Evaluate document processing systems, establish smooth document flow, and monitor production statistics. Evaluate the hardware and software systems used to process business taxes and recommend new system designs and necessary hardware acquisitions. Provide technical opinions to attorneys, CPAs, and tax practitioners regarding business tax problems at issue. Prepare private letter rulings and tax newsgrams regarding tax issues. Coordinate exchanges of information agreements with other states and agencies within the State. Develop compliance programs for the Special Investigations Unit and provide legal and technical advice to tax auditors and examiners. Develop staffing, capital requirements, and operational budget for Office of Business Taxes. Conduct conferences with business taxpayers and their representatives on complex tax matters, negotiate closing agreements in contested cases prior to the issuance of a notice of assessment, and may testify at court proceedings. Design and update all business tax forms and instructions. Job Requirements Possession of a Bachelor’s degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems, or a related field. Three years of experience auditing business tax returns, including auditing business tax documents and records to determine tax liability in accordance with Generally Accepted Auditing Standards and assessing internal and external controls. Three years of experience managing business tax processing, auditing, and enforcement activities in accordance with federal or Delaware tax laws, rules, and regulations. Three years of experience managing information systems. Six months of experience in strategic planning, including planning and mapping a path between the present and future, determining key objectives, developing performance measures, and reporting progress. Three years of experience in operations management, including planning, directing, coordinating, controlling, and evaluating operations through subordinate supervisors. Knowledge of budget administration, including managing, developing, analyzing, and implementing budgets; developing strategic plans; and establishing internal control.
