Job Description:

OVERVIEW:

Provides professional support for designing, building, and explaining data-driven solutions that improve outcomes for Veterans and those who serve them. Partners closely with client stakeholders to analyze, evaluate, and optimize data warehouse systems for efficient data storage and retrieval, ensuring data integrity, security, and performance. Works independently driving strategies and initiatives aligned with project and organizational goals while continuously expanding capabilities and expertise.

GENERAL DUTIES:

• Executes advanced data management and database engineering work by querying, wrangling, and joining data from analytical and transactional databases (e.g., Oracle and MS SQL Server).
• Conducts summary data analysis to produce descriptive statistics; and ensures data lineage, quality checks, and compliance standards are in place.
• Evaluates, optimizes, and enhances existing databases and data warehouse systems by assessing architecture and data models, monitoring performance, identifying and resolving bottlenecks, and implementing strategies such as indexing and partitioning to improve data retrieval efficiency.
• Advises clients on creating, refining, and optimizing data models to support their data warehouse infrastructure and workflows to prepare for future implementation of AI/ML to include natural language processing.
• Identifies opportunities to integrate disparate data sources (e.g., silos, data lakes) into existing database ecosystems to enhance functionality and ensure data are ready for AI ingestion.
• Plans and executes complex project workstreams and client-specific deliverables, ensuring high-quality outcomes are completed on time, within scope, and aligned with client expectations; demonstrates ownership and accountability by proactively identifying opportunities and driving work forward with minimal oversight.
• Upholds data privacy, security, and compliance standards across the full analytics lifecycle; collaborates effectively in team environments by offering support to colleagues while proactively seeking assistance when appropriate.

REQUIRED QUALIFICATIONS:

• Degree in a quantitative field (e.g., statistics, economics, computer science, mathematics) with 4-8 years of relevant experience (preference for U.S. Department of Veterans Affairs experience).
• Deep knowledge of writing complex queries against Oracle and MS SQL databases as well as understanding various database technologies, data architecture, and data security best practices.
• Experience training, fine-tuning, and using transfer learning with pre-trained language models; familiarity with Hugging Face, PyTorch, and/or TensorFlow.
• Proficiency with common business intelligence and data visualization platforms such as Power BI and Tableau.
• Familiarity with big data tools (e.g., Apache Spark) and cloud platforms (e.g., AWS/Redshift, Azure, Google Cloud).
• Expertise using one or more of the following: Stata, Python, Julia, or R; ability to write clean, commented, and well-structured code.
• Experience working within enterprise environments (secure data, software approval processes, collaborative workflows).
• Demonstrated ability to apply the appropriate methodology to a business or policy question.
• Strong analytical thinking and problem/situation analysis skills.
• Ability to identify and seek needed information through research.
• Critical thinking and relentless problem-solving abilities.
• Excellent oral and written communication skills; ability to communicate technical details to non-technical audiences.
