Position Summary

We are seeking a Mid-Level Grants and Contracts Analyst to support the Professional Support Personnel Services (PSPS) contract with the Office of Family Assistance (OFA) , Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS).

In this important mid-level role, you will apply subject matter knowledge to help manage and oversee federal grant programs that promote family economic security and stability. You will support key areas including grant and contract management, program integrity, research and evaluation, strategic communication, and budget oversight for TANF , HMRF , and Tribal Programs .

Key Responsibilities

• Serve in mid-level team roles, applying subject matter expertise to conduct studies, analyze data, draft reports, and support process improvement initiatives.
• Propose and implement improved processes for grantee performance review; conduct regular check-in meetings, review reports, analyze data, and brief OFA staff on grantee activities and performance.
• Review technical reports submitted by grantees, assess quality and findings, and provide clear assessments to OFA leadership.
• Support research and evaluation projects and help disseminate findings to inform evidence-based program improvements.
• Propose and implement effective tracking systems for grant and contract activities to ensure compliance with schedules and requirements.
• Develop and execute state-of-the-art dissemination and strategic communication strategies, including website updates, social media, and e-blast campaigns.
• Track and analyze financial data for grants and contracts; prepare financial reports for leadership.
• Perform other duties as assigned with flexibility and professionalism.

Required Qualifications

• Bachelor's degree (BS or BA) in a relevant field.
• Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
• Excellent written and verbal communication skills.
• Strong attention to detail and ability to deliver accurate, compliant work products.

Preferred Qualifications

• 5+ years of experience in grant/contract/project management, oversight, dissemination, or related technical support.
• At least 1 year of direct experience supporting OFA or similar HHS/ACF human services programs (highly preferred).
• Proven ability to propose and implement process improvements on complex federal projects.
• Experience with grantee monitoring, data analysis, report writing, and financial tracking.

Software Skills

• Required: Advanced proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
• Preferred: Experience with one or more of the following: Adobe Acrobat Professional, Adobe Creative Cloud, Tableau Creator, ArcGIS Pro, ArcGIS Online, Buffer, Hootsuite, TweetDeck, or SproutSocial.
