Description of Job The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency, and zero emission vehicles (ZEV) to benefit all Coloradans. We do this by developing and implementing highly impactful policies and programs, establishing Colorado as a leading state for climate action. A critical strategy to reduce emissions in Colorado is electrifying the transportation sector - cars, trucks, buses, and bicycles. Colorado has the fifth highest market share for electric vehicles (EVs) in the country, but we have a long way to go to reach our goal of 940,000 EVs on the road by 2030. To achieve this aggressive goal, we provide direct funding for installation of charging stations across Colorado, so drivers can get anywhere in the state in an EV. We support incentives to purchase an EV, we advocate for improved electricity rates that make it cheaper to own an EV, and we provide education and technical support to consumers and fleets on the environmental and financial benefits of EVs. This position will be part of the Transportation team, which manages multiple, diverse programs from charging infrastructure to mobility options such as e-Bikes, making it easier for Coloradans to go electric. The position will work closely with team members to analyze and inform existing grant programs through data analytics while looking for ways to innovate in order to remain responsive to a rapidly evolving landscape. This position will focus on analyzing and reviewing existing programs while also using data to inform future programs, policies and funding. The position will also be responsible for participating in the Transportation programs offered by the Energy Office in various capacities. Therefore, we encourage responses from people of diverse backgrounds and abilities. Duties And Responsibilities Manage data and program analysis for the Transportation Team’s suite of programs. Utilize data and GIS mapping software to review program performance and develop programs informed by data analytics. Utilize data to inform program development to ensure responsive and effective programs. Utilize data to inform Transportation related policies and legislation to ensure CO remains responsive to an evolving Transportation landscape. Manage data related contracts and POs. Ensure compliance with SOW deliverables and requirements. Provide support to other projects, plans and analyses, where needed and appropriate, to ensure data accuracy. Partner with stakeholders including trade associations, utilities, local governments, and others to deepen Colorado’s knowledgebase to ensure the ongoing expansion and success of the Transportation programs. Strong ability to develop relationships with other agencies and stakeholders. Conduct research, stakeholder engagement, and regular program evaluation, and develop a thorough understanding of other resources and programs, and use to refine CEO’s programs as needed in order to remain responsive to changing market conditions. Required Qualifications Minimum of three years professional experience in program and data analysis with a focus on transportation electrification. Knowledge and experience with electric and zero emission vehicles, charging/fueling infrastructure programming, and/or fleets strongly preferred. Strong time management and organizational skills and the ability to manage a significant number of ongoing projects at various stages. Strong written, oral, and presentation communication skills. High level of initiative and the ability to work both independently and in a team environment. Preferred Qualifications Preferred experience to include transportation analyses, project management experience, and data collection and reporting. Excellent computer skills including Python, GIS, other data analysis tools, Microsoft Office and Google suite.
