Job Description The Out of State Placement Policy Unit (OSPPU) is seeking an Analyst II to perform policy related activities regarding the Interstate Compact on the Placement of Children (ICPC) and review program statements for out of state group homes, ensuring compliance with the Short Term Residential Treatment Program (STRTP) standards. The Analyst will also support the placement of foster care and probation youth across state lines, ensuring they receive uninterrupted support services and adequate protection. Responsibilities • Conduct policy and compliance reviews related to the ICPC and STRTP standards. • Monitor and evaluate placement of foster and probation youth across state lines. • Collaborate with county child welfare, social services, probation staff, other states, advocacy groups, and state agencies. • Draft training materials, policy drafts, and regulatory proposals. • Provide analytical support and data reporting to the Supervisor I. • Travel as required to conduct site visits and stakeholder meetings. Qualifications • Excellent written and verbal communication skills. • Strong interpersonal and organizational skills; self‑directed and able to work independently and as part of a team. • Experience in training delivery, policy development, and regulatory adoption is desirable. Minimum Requirements ANALYST II ANALYST I (considered up to the Administrator) Working Conditions The CDSS is located two blocks from the light rail and public transportation, within walking distance of the State Capitol, parks, restaurants, and the Golden 1 Arena. Hybrid work is eligible per Governor’s Executive Order N‑22‑25. Telework schedules are subject to change. Telework does not alter employment terms. Candidates must reside in California.
