JOB DESCRIPTION

JOB GOAL:

To assist with the implementation and maintenance of a comprehensive program of group health insurance and other fringe benefits for all district personnel.

QUALIFICATIONS:

1. Associate's degree in HR or related field, Bachelor's degree preferred.
2. Three (3) or more years of experience in employee benefits and/or human resources.
3. Three (3) or more years of experience in accounting or similar duties.
4. Comparable amount of education, training, and/or experience may be substituted for the minimum qualifications.

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge of the practices and procedures involved in health insurance claims processing and the federal and state laws that govern them. Knowledge of the Florida Retirement System (FRS) and other retirement programs and/or ability to learn them. Knowledge of modern office practices and procedures, and proficient skill in using Microsoft Office software and Windows operating system. Ability to make mathematical computations with reasonable speed and accuracy. Ability to prepare concise and comprehensive reports and written communications, and to communicate effectively and tactfully with the public.

SUPERVISES:

PERFORMANCE RESPONSIBILITIES:

1. Serve as the subject matter expert and first point of contact to assist district personnel with all benefit programs, such as medical, pharmacy, dental, voluntary benefits, life insurance, COBRA, flexible spending programs, life status changes, beneficiary changes, and retirement.
2. Ensure the accuracy of all benefits enrollments in Peoplesoft to provide vendors with accurate eligibility information, such as rehires, terminations, leave of absence, transfers, life status events, retirements, etc.
3. Process, administer, and track all leave of absence requests and disability paperwork: medical, personal, disability, workers' compensation, and FMLA while ensuring compliance with applicable law and district policy.
4. Present new employee orientations, retirement seminars, and in-person meetings to ensure district personnel are provided timely notification of pertinent information regarding benefits and retirement options.
5. Educate and assist district personnel with options to transition into retirement including the Florida Retirement System (FRS), Florida School Retiree Benefits Consortium (FSRBC), Bencor, Tax Sheltered Annuities (TSA), and Medicare.
6. Utilize the Florida Retirement System (FRS) files as needed.
7. Work collaboratively with vendor partners to resolve district personnel concerns.
8. Calculate and monitor premium amounts to double deduct or enroll in billing.
9. Reconcile open item reports for billing discrepancies.
10. Assist with the open enrollment process.
11. Coordinate with other departments (i.e., payroll, human resources, information technology services) to facilitate interdepartmental processes with respect to benefits.
12. Maintain confidentiality regarding school/workplace matters.
13. Exhibit the interpersonal skills necessary to serve as an effective team member.
14. Model and maintain high ethical standards.
15. Represent the district in a positive and professional matter.
16. Demonstrate initiative in the performance of assigned responsibilities.
17. Keep supervisor informed of potential problems or unusual events.
18. Prepare all required reports and maintain appropriate records.
19. Maintain expertise in assigned areas to fulfill goals and objectives.
20. Perform other tasks as assigned.

PHYSICAL REQUIREMENTS:

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.

TERMS OF EMPLOYMENT:

Salary and benefits shall be paid consistent with the district's approved compensation plan. Length of the work year and hours of employment shall be those established by the district.

EVALUATION:

Performance of this job will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.
