Salary: Range $5,909 to $11,209 monthly – commensurate with experience

Overview:

Plans, organizes, directs, coordinates, and administers the activities of Revenue Reporting and Fund Management (RRFM); responsible for reviewing and recording the revenue received by SOS; responsible for the development and implementation of policies and procedures; prepares and submits Bi-Annual, Annual, and Quarterly reports; works with other department administrative staff and responds to technical questions and request from internal/external auditors and agencies.

Duties and Responsibilities:

• Plans, organizes, directs, coordinates, and administers the activities of RRFM; responsible for reviewing and recording the revenue received by SOS ensuring all revenue is allocated to the proper funds with the Illinois Office of the Comptroller (IOC), and all deposits are cleared by the State Treasurer’s Office (STO); oversees the debit and credit memos received from the (STO). Recommends personnel actions affecting subordinate staff; evaluates employee performance; approves time off and submits daily attendance; responsible for disciplinary actions and resolving problems/errors; analyzes workload and provides adequate reviews to ensure it is completed correctly and accurately; establishes priorities and directs workflow to enhance program efficiency; trains new staff.
• Develops, recommends, and implements new and/or revised policies and procedures within RRFM ensuring proper RRFM and SOS policies and procedures are followed; assists in the development of the RRFM annual budget and the record retention needs of RRFM; develops knowledge and understanding of statutorily mandated fees and fund allocations, general administration of the RUSAS accounting system for deposit and funding activity including the monitoring of new fees and their effects on agency reporting (including indirect effects of other AR divisions), identifying, and proposing system improvements to management and monthly reviews of User Access to the RUSAS system.
• Prepares and submits Bi-annual, Annual, and Quarterly reports; Bi-annual request for Deposit Extensions with the IOC and STO.; responsible for annual cash-on-hand/cash-in-transit information and files (preliminary, estimated, and actual) used in the preparation of the agency’s financial statements; annual fee Imposition Reporting and Submission with the IOC, foreign International Registration Plan reporting, annual Fund Escheat Reporting, annual Tax Expenditure Reporting with IOC, and the Quarterly Accounts Receivable Reporting and Submission; reviews the SB04 Reconciliation; oversees and maintains the SOS chart of revenue/receipt accounts with the IOC.
• Serves as a IOC and STO Revenue Liaison through effectively communicating with those Agencies and informing management of any proposed or enacted changes to Agency Revenue Funding and Reporting requirements prior to and after their enactment; serves in an error and problem resolution capacity with these agencies; works with other department administrative staff, agencies, and other outside entities as necessary; responds to technical questions and requests from internal/external auditors and/or department administrative staff.
• Performs other duties as required or assigned.

Education and Experience:

Requires knowledge, skill and mental development equivalent to completion of four years college, preferably with courses in business or public administration and three years of managerial experience in a public or business organization.

Knowledge, Skills and Abilities:

• Requires thorough knowledge of the principles and practices of public and business administration.
• Requires extensive knowledge of functions and organization of State Government.
• Requires working knowledge of the principles of business accounting, program budgeting, personnel management and statistics.
• Requires elementary knowledge of data processing business applications.
• Requires ability to develop and manage a statewide program.
• Requires ability to analyze administrative problems and adopt an effective course of action.
• Requires ability to develop, install and evaluate new and revised methods, procedures and performance standards.
• Requires ability to exercise judgment and discretion in implementing and interpreting departmental policies and procedures.
• Requires ability to estimate and budget for future needs and cost for personnel, space, equipment, supplies and services.
• Requires ability to develop and maintain cooperative managerial working relationships.
• Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
