Job Overview

RMPS is seeking an experienced Transition Manager – Aviation Security Operations to lead the mobilization and startup of a large airport security-screening workforce in Rochester, New York.

The Transition Manager will coordinate recruiting, incumbent workforce outreach, hiring, onboarding, credentialing, training, equipment, uniforms, technology, logistics, payroll readiness and operational preparation through successful commencement of full airport operations.

Key Responsibilities

• Develop and manage a comprehensive transition and mobilization schedule.

• Lead workforce transition activities across recruiting, HR, operations, training and logistics.

• Coordinate incumbent employee outreach and retention activities.

• Manage new-hire recruiting and candidate pipeline development.

• Track candidates through application, assessment, vetting, onboarding, training and operational readiness.

• Monitor background investigation, fingerprinting, credentialing and airport badging progress.

• Coordinate passenger and baggage classroom and OJT training.

• Track staffing against hiring and certification milestones.

• Coordinate uniforms, supplies, equipment, technology and other startup requirements.

• Maintain a transition risk register with owners, deadlines and corrective actions.

• Identify staffing or training shortfalls early and implement mitigation plans.

• Conduct regular transition meetings and communicate progress to senior leadership.

• Coordinate Day-One readiness testing and final management handoff.

• Maintain accurate transition records, status reports and action trackers.

Required Qualifications

Candidates must have:

• At least 5 years of demonstrated corporate leadership, program management, project management, team leadership or a combination of these disciplines .

And must meet one of the following:

• At least 3 years of transition leadership experience in a security-operations environment ; OR

• At least 5 years of experience in Human Resources/recruiting and hiring, logistics, change management, or a combination of these specialties.

Those criteria track the governing Transition Manager qualification requirements.

Preferred Qualifications

Experience with airport or aviation-security transitions, federal contract mobilization, workforce transitions involving 100+ employees, high-volume recruiting, background investigations, credentialing, training and large multi-shift operational startups is strongly preferred.

PMP, change-management or similar professional certification is desirable.
