Job Overview

Rocky Mountain Protective Service Inc. (RMPS) is seeking an experienced Project Manager – Aviation Security Operations to lead large-scale airport passenger and baggage security-screening operations in Rochester, New York.

The Project Manager will serve as the senior on-site management representative responsible for operational performance, workforce management, staffing, training coordination, quality assurance, regulatory compliance, customer service, risk management and communication with airport and government stakeholders.

This is an RMPS contractor position and is not a federal government position. Employment is contingent upon successful program startup and completion of applicable suitability, credentialing and airport-access requirements.

Key Responsibilities

• Provide overall leadership for passenger and checked-baggage screening operations.

• Manage a large, multi-shift security-screening workforce.

• Direct supervisors, leads, instructors and operational support personnel.

• Maintain adequate staffing and qualified coverage throughout airport operating hours.

• Manage scheduling, leave, training, call-outs, overtime and irregular operations.

• Develop and monitor operational performance and quality-control measures.

• Identify operational risks and implement timely corrective actions.

• Oversee workforce performance, accountability, discipline and employee development.

• Coordinate training and certification requirements with training personnel.

• Ensure required management, operational and performance reports are complete and accurate.

• Lead management reviews and continuous-improvement efforts.

• Coordinate responses to weather events, flight disruptions, emergencies and other irregular operations.

• Maintain professional communication with airport and government representatives.

• Protect Sensitive Security Information and other restricted information as required.

Required Experience and Qualifications

Candidates must satisfy one of the following:

Formal certification in program/project management , such as PMP, FAC-PM, DAWIA, DHS or an equivalent recognized credential;

OR

At least 5 years of management experience in aviation security, airport operations or personnel-security services .

In addition, candidates must have:

• At least 7 years of general management experience , OR

• At least 3 years as a certified STSO or in a higher-level screening position .

• Strong professional written and verbal communication skills.

• Demonstrated ability to lead complex operational teams.

• Strong staffing, scheduling, performance-management and risk-management skills.

• Ability to successfully complete applicable background, suitability and airport credentialing requirements.

These are the governing key-person experience pathways for the task-order Project Manager.

Preferred Qualifications

Previous TSA/SPP or airport passenger-screening experience is strongly preferred. Experience managing 100+ employees, passenger and baggage security operations, federal contracts, quality assurance, workforce scheduling, training and airport irregular operations is highly desirable.
