Company Federal Reserve Bank of Philadelphia Overview The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. It helps formulate and implement monetary policy, supervises banks and bank and savings and loan holding companies, and provides financial services to depository institutions and the federal government. The Federal Reserve Bank of Philadelphia serves eastern and central Pennsylvania, southern New Jersey, and Delaware. Job Summary You will protect and safeguard premises, property, personnel, assets and operations of the Bank through customer‑focused services as a Federal Reserve Law Enforcement Officer. You may operate a post; perform special law enforcement duties such as securing crime scenes or perimeters around incidents; and/or perform directed law enforcement activities in emergency or crisis circumstances without being relieved for extended periods of time. Applicants must complete the Federal Reserve System’s (FRS) Basic Law Enforcement Course (BLEC) which provides entry‑level basic law enforcement training to the FRS officers tasked with providing law enforcement and protection to the premises, grounds, property, personnel and operations of a Reserve Bank and the Board of Governors. Training is approximately 6–8 weeks off‑premise at either the Federal Reserve Bank of Atlanta or the Federal Reserve Bank of Cleveland. Responsibilities Perform all law enforcement activities and enforce federal laws over which the officer has jurisdiction. Protect and safeguard lives, property and Bank operations. Respond to disturbances and other rapidly evolving events, including potentially life‑threatening situations. Make critical decisions at the scene of emergencies prior to the arrival of more senior officers. Access National Crime Information Center (NCIC) and intelligence information to check for warrants, those on terrorist watch lists, and other caution indicators. Detain persons identified through NCIC with active warrants for local law enforcement pursuant to department procedure. Control access to Bank and high‑security Law Enforcement areas, including inspecting individuals, their property and/or vehicles. Perform interior and exterior patrols, indoor and outdoor, and may be required to complete welfare checks and provide escorts through sensitive or restricted areas. Handle routine law enforcement calls for service and requests from Bank population, including visitors, contractors and vendors. Prepare detailed incident reports of emergencies and routine events. Read, comprehend, understand and execute established departmental policies and corresponding procedures. Assist as needed in emergency procedures including evacuation, bomb threat, active shooter and shelter‑in‑place response plans, duties may include assisting the evacuation of disabled persons, traffic mitigation, working assignments with city, state or federal first responders and other assignments during an emergency. Operate and monitor Bank Law Enforcement and life safety systems and equipment, including Video Surveillance System, integrated access control and alarm systems, x‑ray machine, metal detectors, trace detection equipment, biometric readers, radio system, fire system, public address system and fire extinguishers. Serve as a communication/command center operator; view Video Surveillance System and monitor Access Control System computer intermittently for up to 12 hours. Wear law enforcement uniform, including duty belt and handgun, while on duty. Operate Law Enforcement motor vehicle(s) equipped with emergency vehicle lighting, siren and signals. Perform other duties as assigned. Qualifications Applicants are required to meet all Federal Reserve System qualifications for law enforcement officers; additional experience, education or qualifications may be considered for higher grade candidates.
