Position Summary
The TRF-Bangor Military Constructin (MILCON) On-site representative position supports the COLUMBIA Class New Construction Program Office (PMS 397) within Team Submarine and Direct Reporting Portfolio Manager Submarines.
PMS 397 is responsible for the construction of the new COLUMBIA Class submarines, financial and budget management, shipyard support of submarines, vendor support of submarines, logistical support, quality assurance (SUBSAFE), and post-delivery submarine certifications and test programs.

- Communicate with PMS397 MILCON PM as required to seek further approval or clarification.
- Perform Quality Assurance and Quality Control functions as applicable, including but not limited to reviewing plans, specifications, work packages or other technical documentation for accuracy and compliance to established procedure or requirements.
- Represent PMS397 at various meetings with NAVFAC, EB, TRF and the General Contractor.
- Review each site daily and provide progress and status updates to PMS397 MILCON Lead.
- Evaluate the team’s performance and provide recommendations for ways to improve as required.
- Communicate basic recommendations and/or engineering solutions to ensure client understanding and agreement for risk improvement.
- Fulfill tasks set out by a government mentor in support of the assigned branch’s technical function.
- Organize and attend meetings.
- Travel for design reviews with supporting organizations.
Required Education and Experience
- Bachelor’s degree in any discipline or equivalent military experience.
- At least 10 years of related experience.
Preferred Education and Experience
- Prior Submarine Service
- DOD MILCON, NAVFAC, and/or project/facilities management experience
- Bachelor’s degree in engineering (civil, mechanical, electrical), construction management, or a related technical field
- PMP/CAPM
Competencies
- An advanced MS Office skillset with Microsoft Products to include Outlook, PowerPoint, Word, Teams, Excel, Power BI, etc.
- Ability to multi-task in a fast-paced environment accepting emergent tasking with little to no supervision and/or direction.
- Efficient time management skills.
- Ability to coordinate multiple stakeholders, tight deadlines, and reporting on major MILCON projects
- Naturally inquisitive with the ability to undertake and deliver projects with minimal supervision.
- Outstanding written and oral communication skills to communicate effectively and build strong working relationships with a vast team of diverse professionals.
- Attention to detail and the ability to meet tight deadlines, as well as work independently and with sufficient knowledge to present projects to senior management.

Work Authorization/Security Clearance Requirement
- This position requires the ability to obtain and/or maintain a SECRET DoD Security Clearance and required access to all worksite locations. Security clearances may only be granted to U.S. citizens.

Work Environment:
This position operates in both a professional office environment and active construction site settings. The role routinely utilizes standard office equipment such as computers, phones, and photocopiers, and frequently requires walking, standing, and conducting inspections in outdoor or industrial areas for hours at a time. Site visits may involve exposure to varying weather conditions, noise, and typical hazards associated with large‑scale construction projects. Appropriate personal protective equipment (PPE) will be required during all on‑site activities. Travel to partner facilities for design reviews and coordination meetings may be necessary.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
While performing the duties of this job, the employee is regularly required to talk and hear. The employee is frequently required to stand, walk construction sites, use hands to finger, handle or feel, and reach with hands and arms.
This role requires the ability to climb stairs, navigate uneven surfaces, and conduct site inspections in outdoor or industrial environments. The employee must be able to lift and carry up to 20 pounds of equipment or materials as needed. Personal protective equipment (PPE) may be required during all on‑site activities.
Position Type/Expected Hours of Work:
This is a full‑time position. The typical workday is eight hours in length, and the employee must be available during core work hours as defined by the contract and on‑site requirements. Some flexibility in scheduling may be permitted with supervisor approval. Attendance at required meetings, site reviews, and coordination sessions is mandatory. The employee must account for the full number of hours in each pay period to maintain full‑time status, including occasional early or extended hours during periods of heightened program activity or emergent tasking.
Telework:
- Telework may be allowed up to 10%.
- Subject to change (increase or decrease) based on business needs and customer requirements.
Travel:
- Ability to travel CONUS.
- Travel up to 10%
