Project Director, Talent Search Grant

Job Profile Summary Under the direction of the Senior Director of Student Success (reporting through the Dean of Student Services to the Vice President of Student Services), the Project Director provides strategic leadership, administration, coordination, and oversight of the federally funded TRIO Talent Search (TS) REACH Project. The project is designed to assist low-income and first-generation students in grades 6 through 12 with academic preparation, educational planning, college access, career exploration, and financial aid navigation to support enrollment and success in postsecondary education.
The Director is responsible for ensuring the project achieves all approved objectives and operates in compliance with U.S. Department of Education regulations, grant requirements, College policies, and applicable federal and state laws. Responsibilities include program planning and implementation, personnel supervision, participant recruitment and eligibility verification, service delivery oversight, fiscal management, performance monitoring, data collection, reporting, partnership development, and continuous program improvement.
The Director serves as the primary liaison regarding the project with Broward County Public Schools Career, Technical, Adult and Community Education (CTACE) Department, HANDY, Inc. and/or other subaward recipients and community partners, target schools, postsecondary institutions, and the U.S. Department of Education. These responsibilities are reflected in the approved grant Plan of Operation.

This position is funded through the U.S. Department of Education TRIO Talent Search REACH Grant and is currently authorized through August 31, 2031. Continued employment is contingent upon grant funding, annual performance evaluations, and contract renewal.

Minimum Education

Bachelor’s degree in one of the following areas required. Master's degree preferred.

• Higher Education Administration
• A closely related field

Minimum Experience/Training

• Six (6) years of progressively responsible experience designing, implementing, coordinating, or managing educational programs serving youth, or comparable program/project management experience.
• Demonstrated experience working with disadvantaged students and youth in educational settings.
• Experience providing or coordinating counseling, academic advising, student support services, or related educational programs.
• Experience coordinating multiple activities, personnel, partners, and deliverables.
• Demonstrated ability to work effectively with students, families, educators, administrators, and community stakeholders.
• Strong written, verbal, organizational, technology, and project management skills.

Essential Functions

Daily - 20%: Program Leadership, Administration, and Compliance

Provides overall leadership, planning, implementation, and operational oversight of the Talent Search Grant Project. Ensures all project activities comply with approved grant objectives, U.S. Department of Education regulations, College policies, recordkeeping requirements, fiscal accountability standards, and applicable federal and state regulations. Liaises with and ensures seamless coordination with subrecipients on all project activities, including data collection and tracking. Prepares and submits required reports, including the Annual Performance Report, and serves as a liaison with the U.S. Department of Education regarding project administration, performance, and compliance.

Daily - 15%: Student Services, Academic Advising, and College Access Programming

Directs and participates in the delivery of academic advising, educational planning, career exploration, tutoring referrals, course selection guidance, college preparation, financial literacy activities, FAFSA and scholarship assistance, college admissions support, campus visits, dual enrollment preparation, industry credential awareness, and other Talent Search services designed to promote secondary completion and postsecondary enrollment.

Daily - 10%: Personnel Management and Professional Development

Recruits, hires, trains, supervises, assigns work, evaluates, and develops project personnel, including the Assistant Director/Career Pathway Navigator. Establishes performance expectations, fosters teamwork, provides coaching and professional development, and promotes effective collaboration among College employees, school personnel, and community partners.

Weekly - 20%: Participant Recruitment, Eligibility, and School Partnerships

Leads outreach, recruitment, eligibility verification, enrollment, and retention efforts to ensure required participant objectives are achieved. Maintains productive relationships with principals, counselors, teachers, advisors, and CTACE, HANDY and/or other community partner staff to facilitate recruitment, referrals, academic monitoring, interventions, and student support services. Conducts meetings with school personnel and project partners to coordinate program implementation and address participant needs.

Weekly - 10%: Individualized Student Planning and Performance Monitoring

Ensures participants receive needs assessments, individualized academic and career plans, progress monitoring, and appropriate intervention services. Oversees systems for tracking participant eligibility, academic achievement, service delivery, graduation progress, FAFSA completion, postsecondary enrollment, and other federal performance indicators.

Monthly - 10%: Partnership Coordination and Subrecipient Oversight

Manages partnerships with schools, colleges and universities, workforce organizations, and community agencies. Implements and monitors subrecipient agreements with community partners, evaluates performance and deliverables, coordinates collaborative activities, and maintains stakeholder engagement to support project objectives.

Monthly - 5%: Budget Administration and Fiscal Management

Develops, administers, and monitors the approved project budget. Reviews expenditures, authorizes purchases within delegated authority, conducts routine budget reviews, and collaborates with Grants Accounting, Grants Management, and College leadership to ensure appropriate stewardship of federal funds and adherence to grant requirements.

Monthly - 5%: Program Evaluation, Continuous Improvement, and Related Duties

Reviews project implementation, participant outcomes, service utilization, budget performance, and progress toward approved objectives, in collaboration with an external evaluator. Identifies opportunities for improvement, implements corrective actions, participates in professional development activities, attends meetings and conferences.

As Needed - 5%: Performs related duties as assigned.
