Position overview
The Illinois Department of Corrections is seeking a Sourcing Supervisor to help lead procurement operations for the Department. The work centers on competitively sourcing the services that keep the state’s correctional facilities running, from food service and medical equipment to maintenance, vehicles, and professional services, under the standards and timelines set by the Illinois Procurement Code. The successful candidate will supervise procurement staff and direct the development, solicitation, evaluation, and award of complex contracts, including the preparation of Invitations for Bids, Requests for Proposals, and Requests for Quotes and the administration of contract amendments, renewals, and extensions. This position also coordinates reporting for the Small Business Set-Aside, Commission on Equity and Inclusion, and Veteran’s Business programs and serves as the Department’s liaison with oversight authorities and facility staff. Essential Functions
- Serves as the Department’s Sourcing Supervisor, leading the Department’s sourcing function under the Illinois Procurement Code (30 ILCS 500) and the direction of the Chief Procurement Officer for General Services (CPO-GS)
- Serves as full line supervisor
- Directs the development, execution, and award of competitive solicitations in compliance with the Illinois Procurement Code, Procurement Rules, and CPO-GS procedures
- Leads strategic sourcing initiatives for the Department to optimize procurement outcomes
- Acts as primary Sourcing Unit liaison and represents the unit in cross-functional and inter-agency forums
- Plans, develops, and delivers training and professional development for the Sourcing Unit and agency personnel
- Oversees procurement integrity, ethics, and compliance with solicitations and awards
- Performs other duties as required or assigned which are reasonably in the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business, finance, management, economics, or public administration
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in procurement, sourcing, contracting, or purchasing, including competitive solicitations, contract development, and vendor management in a public or business organization
Preferred Qualifications
- Prefers at least five (5) years of progressively responsible administrative experience in procurement, sourcing, contracting, or purchasing, including competitive solicitations, contract development, and vendor management in a public or business organization
- Prefers at least three (3) years of professional supervisory experience leading public sector procurement, sourcing, or contract management staff
- Prefers at least three (3) years of professional procurement experience in a complex, highly regulated operating environment such as corrections, healthcare, public safety, or another 24/7 operational agency
- Prefers professional certification as a Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) issued by the Universal Public Procurement Certification Council (UPPCC), or NIGP-Certified Public Procurement Professional (NIGP-CPP), per Executive Order 2018-07
- Prefers at least three (3) years of professional experience managing competitive solicitations including Invitations for Bids (IFB), Requests for Proposals (RFP), and Requests for Qualifications (RFQ), with responsibility for solicitation defense in the event of vendor protest
- Prefers at least three (3) years of professional experience preparing or reviewing BidBuy requisitions, Late Execution Waiver Requests, sole source justifications, or comparable procurement planning documents
- Prefers at least three (3) years of professional experience developing and implementing strategic sourcing initiatives, including category management, spend analysis, market research, or cooperative procurement utilization (e.g., National Association of State Procurement Officials (NASPO) ValuePoint, Sourcewell, General Services Administration (GSA), statewide master contracts)
- Prefers at least three (3) years of professional experience utilizing BidBuy or a comparable state or federal electronic procurement system as a daily work tool
- Prefers at least two (2) years of professional experience supporting audit response, audit defense, or compliance monitoring activities (e.g., Auditor General performance or compliance audits, Office of the Executive Inspector General (OEIG) inquiries, Executive Ethics Commission (EEC) compliance reviews, internal audit)
- Prefers at least two (2) years of professional experience developing or delivering training on the Illinois Procurement Code, CPO-GS procedures, or comparable public procurement compliance frameworks
Conditions of Employment

- Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department
