Office Assistant 2 (NY HELPS)

New York State Department of Taxation and Finance

Duties Within Bankruptcy and Criminal Restitution, the incumbent must be able to perform the following essential functions: Assist in the assignment, scheduling, and monitoring of work for clerical staff; Train, supervise, and evaluate a team of Office Assistant 1s and/or Tax Information Aides (TIAs); Create performance standards and evaluations for subordinates; Administer counseling or disciplinary action, if required, for subordinates; Manipulate an alphanumeric keyboard to use a variety of software, word processing, spreadsheet, and database applications to enter information, make inquiries and changes; Navigate various PC applications to access and interpret information, update records, prepare reports and forms, research and enter data pertaining to taxpayer records; Communicate effectively, both verbally and in writing, to handle inquiries and provide information to the public and Department personnel; Type, proofread and edit from handwritten and printed material, memoranda, correspondence, and reports to maintain accurate spelling, grammar, and punctuation usage; Create, organize, and maintain office files; Prepare and type various department forms to complete print and mail request transactions; Receive, open, and distribute incoming mail; Review correspondence and other documents for completeness and content; Respond to inquiries in a timely and professional manner; Operate office equipment such as printers, photocopiers, and fax machines; Collaborate constructively with other staff to identify problem areas and resolve issues; Perform other related office support duties; Perform tasks accurately within the prescribed timeframes; Complete mandatory employee and/or supervisory training; Comply with the Office of Human Resources Management; Diversity, Equity & Inclusion; Code of Conduct; Ethics; and Internal Control rules, policies and procedures; Adhere to the Department's time and attendance rules and regulations. Qualifications Currently a NYS employee eligible for a 70.1 transfer in accordance with Civil Service Laws, Rules, and Regulations. Reachable on the appropriate Civil Service Eligible List for this title and location. Eligible via 55(b)/c; provide a copy of the active letter of eligibility with your response. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, the title may be filled via a non‑competitive appointment with no examination required, but all candidates must meet the minimum qualifications of the title. Within one year of permanent appointment, employees hired under NY HELPS are expected to have their non‑competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Non‑competitive Minimum Qualifications Current NYS employees with one year or more of qualifying permanent service as an Office Assistant, clerical or keyboarding title allocated to Grade 6 or higher. Qualifying titles available at: One year of clerical experience. New York State is an equal‑opportunity employer.
