Job Summary

Coordinate EH&S compliance systems, training programs, regulatory records, audit evidence, and employee communication for a vertically integrated aerospace and defense manufacturing site producing acrylic and glass aircraft transparency products.

Ensure employees, supervisors, maintenance personnel, engineers, contractors, emergency responders, and visitors receive timely, role-based EH&S training tied to their actual hazards, job assignments, regulatory requirements, and customer-critical production environments.

Translate Cal/OSHA, OSHA, EPA, CalEPA/CERS, Orange County CUPA, South Coast AQMD, DTSC, Water Board, fire code, and aerospace customer expectations into practical training matrices, records, compliance calendars, document control, and audit-ready objective evidence

Job Responsibilities

1. EH&S Training Program Coordination

  • Own and maintain the site EH&S training matrix by role, department, process area, chemical exposure, equipment, permit-required task, emergency role, contractor type, and supervisor responsibility.
  • Coordinate onboarding, annual refresher, new-hazard, new-equipment, new-process, transfer, contractor, and retraining events required by EH&S programs and regulatory triggers.
  • Schedule, assign, track, and report completion for IIPP, HazCom/GHS, chemical handling, PPE, respiratory protection, hearing conservation, LOTO awareness/authorized worker, confined space, hot work, powered industrial trucks, ergonomics, emergency action, spill response, hazardous waste, HMBP, stormwater, wastewater, air compliance, and role-specific training.
  • Maintain competency evidence such as quizzes, sign-in sheets, LMS records, practical demonstrations, trainer qualifications, fit-test records, forklift evaluations, drill participation, and supervisor attestations.

2. Compliance Records, Document Control, and Audit Evidence

  • Maintain controlled EH&S documents including procedures, forms, training materials, inspection checklists, emergency plans, compliance matrices, regulatory postings, and controlled copies used on the shop floor.
  • Organize and retrieve records for Cal/OSHA inspections, OSHA/HazCom reviews, Orange County CUPA inspections, CERS/HMBP submittal support, SCAQMD permit evidence, DTSC hazardous waste inspections, Water Board stormwater/wastewater reviews, OCFA/fire code interface, customer audits, and insurance reviews.
  • Coordinate retention and version control for training records, incident/corrective-action records, exposure-monitoring evidence, permit records, manifests, inspection logs, drill records, audit findings, and compliance reports.
  • Ensure records are complete, legible, date-stamped, assigned to correct employees/processes, and stored in approved systems with appropriate confidentiality and controlled-program protections.

3. Compliance Calendar and Corrective-Action Tracking

  • Maintain an EH&S compliance calendar for training due dates, permit/report deadlines, inspections, audits, drills, sampling events, regulatory renewals, postings, and management review updates.
  • Track corrective and preventive actions from inspections, incidents, audits, regulator visits, customer findings, risk assessments, and management reviews.
  • Publish recurring dashboards showing overdue training, upcoming compliance obligations, aged actions, repeat findings, required evidence, and escalation items.
  • Escalate missed deadlines, incomplete records, overdue corrective actions, or unresolved evidence gaps that could create regulatory, safety, environmental, or customer risk.

4. Aerospace & Defense Audit Readiness

    • Support customer, AS9100/NADCAP-style, prime contractor, corporate, insurance, and regulatory audits by preparing training evidence, procedure control, objective evidence, attendance records, corrective-action status, and compliance summaries.
    • Coordinate with quality and security when EH&S training, audits, drills, or records involve restricted areas, customer-owned property, controlled information, special processes, or defense-program work areas.
    • Ensure EH&S training and documentation practices reinforce aerospace norms: traceability, process discipline, change control, contamination/FOD awareness, qualification evidence, and configuration sensitivity.
    • Maintain audit response packages and lessons learned so findings are converted into training updates, procedural revisions, and verified corrective actions.

5. Vertically Integrated Acrylic Manufacturing Training Support

  • Coordinate hazard-specific training for MMA/monomers, polymerization safeguards, flammable liquids, solvents, adhesives, sealants, coatings, primers, resins, catalysts/inhibitors, ovens, autoclaves, furnaces, tanks, cleanrooms, glass cutting/grinding, dust collection, polishing, CNC machining, and high-risk maintenance.
  • Partner with EH&S professionals and process owners to keep training content aligned with current SDSs, process changes, job safety analyses, PHAs, MOCs, operating procedures, permit conditions, and lessons learned from incidents or near misses.
  • Support multilingual or visual training aids for chemical areas, waste accumulation points, emergency equipment, PPE zones, eyewash/shower locations, evacuation routes, storm drain protection, and high-risk work controls.
  • Verify affected employees receive training before working with new chemicals, equipment, processes, procedures, or customer-specific restricted areas.

6. Regulatory and Local Agency Interface Support

  • Support Cal/OSHA IIPP records by ensuring documented training, communication, inspection, hazard correction, and incident investigation evidence is available.
  • Support OSHA HazCom and California Hazard Communication implementation by maintaining training evidence, SDS access references, chemical inventory links, label/secondary container communication materials, and non-routine task communication records.
  • Support CERS/HMBP and CUPA readiness by coordinating employee emergency response/hazardous material training records, site map awareness, evacuation/drill evidence, and annual refresher documentation.
  • Support environmental training obligations tied to SCAQMD air permits and VOC records, DTSC hazardous waste generator requirements, Water Board stormwater/wastewater programs, SPCC/secondary containment where applicable, and local fire/emergency expectations.

7. Learning System Administration and Continuous Improvement

  • Administer the learning management system or training tracker, role assignments, rosters, reminders, completion reports, certificates, and integrations with HR/contractor onboarding systems.
  • Standardize training templates, toolbox talks, quick-reference guides, trainer notes, sign-in formats, evaluation forms, and control of translated materials.
  • Evaluate training effectiveness through observations, quizzes, supervisor feedback, audit findings, incident trends, repeat nonconformances, and employee questions.
  • Improve EH&S training delivery to reduce downtime while preserving competency, compliance, and practical shop-floor application.

8. Emergency Preparedness and Communication Support

  • Coordinate recurring drills, tabletop exercises, emergency action plan training, evacuation role training, spill response awareness, HMBP emergency procedures, earthquake preparedness, fire prevention, and emergency equipment orientation.
  • Maintain drill rosters, critiques, after-action items, employee notifications, visitor/contractor emergency communication materials, and corrective-action tracking.
  • Support incident communications, safety alerts, near-miss lessons learned, regulatory updates, and change-related training bulletins.

Coordinate with security, operations, EH&S, facilities, and emergency response teams so emergency training aligns with actual site conditions and responder expectations.

Job Qualifications

  • High school diploma or GED required; associate degree, technical certificate, or equivalent coursework in occupational safety, environmental compliance, training administration, HR, manufacturing, or related field preferred.
  • 3+ years of experience coordinating EH&S training, compliance records, document control, audit evidence, manufacturing training, quality systems, HR learning systems, or regulated industrial compliance activities.
  • Working knowledge of EH&S training and recordkeeping concepts for IIPP, HazCom/GHS, PPE, emergency action/fire prevention, LOTO, hazardous waste, hazardous materials, respiratory/hearing programs, powered industrial trucks, stormwater/wastewater, air compliance, and contractor safety.
  • Ability to maintain training matrices, compliance calendars, controlled documents, rosters, certificates, corrective-action logs, audit folders, and LMS records with high accuracy.
  • Strong attention to detail, calendar management, follow-through, communication, customer service, and ability to coordinate across multiple departments and shifts.
  • Ability to work safely in manufacturing environments involving flammable liquids, MMA/monomers, solvents, coatings, resins, glass processing, machinery, forklifts, maintenance work, and emergency response activities.
  • Proficiency with Microsoft Office; ability to use LMS platforms, SharePoint/document-control systems, EH&S databases, corrective-action systems, spreadsheets, and reporting dashboards.
  • Ability to communicate effectively with hourly employees, supervisors, engineers, maintenance technicians, contractors, auditors, regulators, HR, quality, and EH&S professionals.
  • Must be a U.S. Person per ITAR regulations to comply with export compliance requirements.

Preferred Qualifications

  • OSHA 30-Hour General Industry, Cal/OSHA training, HAZWOPER, RCRA hazardous waste training, DOT hazmat awareness, first aid/CPR/AED, trainer certification, or equivalent EH&S credentials.
  • Experience in aerospace, defense, acrylic/PMMA/MMA processing, glass fabrication, coatings, solvent bonding, chemical manufacturing, cleanroom/controlled finishing, or high-mix regulated manufacturing.
  • Familiarity with Cal/OSHA Title 8 training requirements, OSHA general industry training requirements, HazCom/GHS, CERS/HMBP, CUPA inspections, DTSC hazardous waste, South Coast AQMD, Water Board, and fire code interfaces.
  • Experience supporting AS9100, NADCAP, ISO 14001, ISO 45001, VPP-style, customer/prime contractor, insurance, or corporate EH&S audits.
