You will serve as a PROGRAM ANALYST in the PLANS, POLICIES, AND OPERATIONS DIVISION of HQ US MARINE CORPS.

Duties

Help

• You will review and interpret new and established directives, instructions, and regulations, to determine their impact on the organization and its programs.
• You will assure that program goals, objectives, and operations are realistic and in line with the organizational goals and objectives.
• You will conduct tactical and long-range planning, resource determination, scheduling, project management, and evaluation and coordination of programs as they relate to organizational finance, acquisitions, and logistics support.
• You will conduct research and evaluation of alternative acquisition strategies and provide technical knowledge and program management expertise to develop recommendations in situations where guidelines and procedures do not exist.
• You will coordinate and facilitate the integration of acquisition management activities with the support matrix assets as required.

• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• MSP/PPP applicants must currently hold the required security clearance.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• Acquisition Workforce (AWF) members must complete 80 hours of continuous learning points (CLP) every two (2) years in accordance with DoDI 5000.66
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising and managing the full lifecycle of acquisition programs and evaluating and developing requirements and acquisition strategies to optimize cost-efficiency and accelerate delivery timelines.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
