Project Manager
This position provides advanced project management and project leadership services for complex application development-based projects that impact the agency and its customers. Due to the significant volume of projects required of the DTSD customer base and the impact that they have on the agency and its customers, this position will work as a Project Manager in OBOEC and tasked with leading, planning, development, implementation and ongoing management of concurrent development projects (including but not limited to the CRL (Civil Rights & Labor) module of AWP (AASHTOWare Project) which will include other business areas within the agency. Specifically, the position will work closely with the team tasked with implementing AWP housed in BPD (Bureau of Project Development).
Furthermore, this position will interpret and implement the use of statewide strategic information technology architectures. This includes highly complex IT systems developed internally or externally and purchased software/systems hosted internally or externally. Work is performed independently, under general supervision, and this position exercises broad discretion. This position is also responsible for establishing objectives, schedules, and priorities for major systems and the projects that they encompass in relation to OBOEC’s IT needs. The incumbent will provide project leadership to staff of IT analysts and developers in performing those duties and coordinate the work of task forces and committees, composed of IT and customer personnel, involved in the development and implementation of IT systems (namely AWP – CRL module). Performance of these duties involves a large number of highly complex business and technology variables and the integration/revision of major, department systems. This position provides leadership and direction to OBOEC project teams and coordinates efforts between IT, functional teams, and the business. This position performs duties such as managing scope, creating project plans, schedules, software pilots, and priorities. It is also responsible for reviewing business use cases, gathering, documenting, and managing business and system requirements, and developing application design solutions that ensure consistency with departmental and statewide architectures, methodologies, standards, and policies. The incumbent will participate in internal and external user training and provide continuing support following CRL implementation.

A. Serve as technical lead for complex development related project management activities. Systems may involve complex, multi-platform environments.
- A.1 Provide advanced project management and technical consulting to application development project teams using department development standards and best practices.
- A.2 Serve as project leader and adhere to the bureau’s project management methodology for the creation of project management documents including project, work, risk and communication plans.
- A.3 Make recommendations for cost effective business solutions. Develop project alternatives and design recommendations.
- A.4 Coordinate OBOEC team assignments within the project(s).
- A.5 Provide leadership, mentoring opportunities, and occasional training to IS professionals on the adaptation and use of new development tools, iterative development methodologies, and reuse strategies.
- A.6 Review architectural and software specifications to insure they adhere to Bureau and statewide standards and guidelines.
- A.7 Provide direction to project leaders, system analysts and application programmers of multiple projects and provide coordination between projects as needed. These projects may include staff from multiple IT units, customer divisions, state agencies, vendors, and private agencies.
- A.8 Provide direction to third-party vendors assigned to the project development and operational support efforts in coordination with BPD’s implementation team for AWP. This includes providing clear statements of work, delivery expectations, task assignments, performance monitoring and review, and coordination and communication between all project team members, impacted stakeholders and management teams.
- A.9 Ensure that the development and maintenance of data and information technology planning and that security (data and application) meets the legal requirements of federal, state, and local law.
- A.10 Perform data and process modeling in support of project requirements.
- A.11 Ensure compliance with business data inventory standards for data definitions, physical characteristics, support strong stewardship and governance, and adhere guidelines.

- B. Perform advanced business analysis activities in the development and implementation of complex, department-wide information technology systems by partnering with the business area stakeholders. This may involve complex, multi-platform environments.
- B1. Perform advanced business analyst activities and or advanced technical design, and identify, gather, review and document business requirements and work with the AWP implementation team in BPD to complete technical specifications and documentation that are consistent with departmental and statewide architectures, methodologies, standards, and policies.

- B7. Work within a project team environment, and coordinate your activities within the team, as well as beyond the primary application area, including technical support, customers, and other agencies

- C. Perform consulting and technical support services.
- C.1 Provide advanced technical support using department development standards and best practices.
- C.2 Assist customers in support of business applications through consulting and technical support, including trouble shooting applications, adhoc requests, and new components or integration packages.
- C.3 Represent the bureau (OBOEC) on committees or in ventures to facilitate the provision of information and technology..
- C.4 Develop concepts and strategies to identify, select, and integrate new technologies into the planning and development of highly complex IT systems.

KNOWLEDGE, SKILLS AND ABILITIES
- 1. Advanced knowledge and skill in applying project management techniques.
- 2. Extensive knowledge, skills and experience as a project leader, working with professional IS staff to provide project leadership and expertise for highly complex, enterprise application development efforts across multiple platforms.
- 3. Extensive knowledge, skills and experience in the project development life cycle process (i.e., planning, analysis, design, coding, testing, implementation, support)
- 4. Advanced knowledge, skills and experience system integration strategies, application development, and analytical techniques development methodologies and standards including design and deployment of mixed-environment implementations.
- 5. Demonstrated expertise in requirements gathering and business analysis functions
- 6. Extensive skill in applying leadership techniques and fostering a team-building environment by providing onboarding and consulting services, training, mentoring and subject matter expertise to team members.
- 7. Demonstrated expertise in effective oral communication, including facilitation of meetings with customers and technical staff with the ability to explain technical information to non-technical audiences.
- 8. Strong knowledge, skills and experience in effective written communication, including developing reports, recommendations, system documentation, and presentation materials
- 9. Extensive knowledge, skills and experience planning, estimating and scheduling work plans and tasks and multiple complex tasks for major development efforts / projects.
- 10. Comprehensive experience with Jira for bug tracking, issue tracking and project management.
- 11. Significant knowledge, skills and experience coordinating communication between development teams, technical support, business area experts, management, and other agencies.
- 12. Demonstrated expertise in developing and maintaining positive and productive working relationships with staff, business customers, cross-agency partnerships and other public entities.
