Program Specialist V, IV, III - Hawaii District Administration

Description The authorized level of the position is Program Specialist V. Applications are also being accepted for Program Specialist III in the event of recruiting difficulties. Salary Range Program Specialist III (SR‑20): $4,961.00 – $6,043.00 per month Program Specialist IV (SR‑22): $5,369.00 – $6,535.00 per month Program Specialist V (SR‑24): $6,043.00 – $7,351.00 per month Duties Plan and conduct training of Department of Education professional and para‑professional staff in levels of behavior management from classroom management skills to restraint/seclusion strategies to intensive behavior support and management in classrooms. Topics shall include behavior support interventions, mental health crisis, trauma and suicide training, and support to schools implementing a multi‑tiered behavior framework. Train School Based Behavioral Health (SBBH) program staff and school staff in the use of various data collection systems. Keep abreast of current federal and state laws, including certifications pertaining to seclusion and restraint mandates. Develop, implement, and evaluate train‑the‑trainer and certification management programs of school personnel, ensuring proper and timely reporting to the state and that organizational planning aligns with each school’s needs. Monitor and evaluate programs to ensure objectives meet State and federal requirements. Research and implement evidence‑based multi‑tiered behavior frameworks that improve school culture, climate, attendance, and decrease discipline and suspensions. Develop new methodologies to enhance intensive behavior programs. Collect annual school reports for safety‑care behavioral training. Conduct studies and analyses of programs, their operations, and activities. Prepare reports for distribution to school staff, families, and community stakeholders. Minimum Qualifications Basic Education Requirement : Graduation from an accredited four‑year college or university with a Bachelor’s degree. Excess work experience can substitute for college education on a year‑for‑year basis, provided it is comparable in scope, level, and quality. The experience must demonstrate the ability to write clear and comprehensive reports, read and interpret complex written material, and solve complex problems logically and systematically. Experience Requirements Program Specialist III: 1½ years supervisory experience, 0 years supervisory experience (total 1½ years). Program Specialist IV: 2½ years supervisory experience, 0 years supervisory experience (total 2½ years). Program Specialist V: 3½ years supervisory experience, * required (total 3½ years). For Program Specialist V, applicants must possess supervisory aptitude. Specialized Experience Progressively responsible professional experience that demonstrates the ability to conduct studies and analyzes of programs or projects through active participation in planning, coordination, development, and/or evaluation of programs and/or program activities. The experience must involve performing professional work concerning program interrelationships, effectiveness, or intra‑program integration. Demonstrate a high degree of analytical skill—including the ability to identify information needs, collect and analyze data, identify problems and alternative solutions, evaluate advantages and disadvantages, and develop logical recommendations. Ability to read, comprehend, and interpret complex material such as State statutes and/or federal regulations and draft comprehensive reports of findings and conclusions. For Program Specialist V candidates, experience must independently cover the full range of program planning, development, and evaluation activities for an agency’s program or program activities. Additional Requirements Lift/Carry Requirement : Ability to lift and/or carry objects weighing up to fifty (50) pounds with assistance or equipment (e.g., hoisting equipment, hand truck). Driver’s License Requirement : Current, valid driver’s license.
