Management Analyst

Position Summary Kenjya‑Trusant, LLC (KTG) is seeking a Management Analyst I to provide support services to efficiently and effectively support the Department of State (DOS), Bureau of Consular Affairs (CA) Overseas Citizens Services (OCS). Essential Job Functions Support OCS staff with research analysis as directed. Gather, maintain, and manage information from Microsoft Suite tools (Access, SharePoint, etc.), proprietary systems, or other sources for statistical and financial reports. Analyze methodologies for efficient data collection. Provide recommendations to solve problems and create efficiencies. Create, format, and maintain documentation for presentation. Assist in gathering information for reporting and analyzing OCS communications with U.S. citizens abroad, U.S. embassies and consulates, U.S. Congress, and the traveling public. Utilize Department of State guidelines to communicate information through oral presentations, email, SharePoint, web, and webinars; manage information flow through these tools. Perform special projects including public service initiatives and oversight of OCS web content such as travel.state.gov, the Consular Affairs intranet, CLASSNET, and program planning. Summarize and organize public comments on proposed federal regulations. Assist in drafting regulatory notices and explanatory publications. Assist in preparing regulations and other documents for publication. Prepare 7 FAM draft revisions using Department drafting and style templates and tools. Strategize with management on best practices for OCS outreach efforts. Provide support in crisis management: responding to inquiries, providing program statistics and reports, and delivering presentations on crises. Recommend practical solutions to financial issues. Coordinate with the Government Financial Manager on financial matters. Interpret financial data and reports. Assist with tracking authorizations, transfers, and disbursements of program‑related funding. Analyze reports on financial data, including trends on program spending. Provide relationship management, data analysis, process design, and full‑life‑cycle project management to support office functions. Create and develop project management tools such as charters and schedules. Manage intranet website material and provide guidance for a 24/7 call center. Prepare analytical support on project management initiatives including space management, strategic planning, business services, and systems. Assist with special projects tasked by OCS management and/or officers. Ensure all information collection forms requiring OMB approval are expedited through the OMB approval process. Prepare supporting statements and legal authorities required by OMB. Create dynamic spreadsheets and Access databases for case statistics, data, and graphs on a monthly and quarterly basis. Assist with collecting quantitative and statistical data from the Consular Workload Statistics System (CWSS). Update resource documents on the Consular Affairs website using web‑editing software, coordinating with intra‑ and inter‑agency colleagues. Draft and analyze IT requirements for all OCS systems including ACS, IPCA modernization, Smart Traveler Enrollment Program enhancements, ATS, and Consular One. Provide paralegal support for OCS staff in various legal areas. Develop comprehensive user training materials for the Adoptions Tracking Service and other CA or OCS‑specific systems. Produce Hague certificates required in immigration and emigration cases and develop training for accredited adoption service providers. Establish and maintain relationships with external stakeholders. Assist in presentations and outreach to stakeholders. Provide Tier III support for urgent OCS actions, including death, presumed death, significant injuries, unaccompanied minors, congressional calls, and media‑interest cases. Receive transferred calls from GSA Call Center and record contact information. Respond to Tier II/Tier III call center inquiries courteously and professionally. Provide after‑hours support for emergency or crisis situations. Respond to enrollment inquiries for U.S. citizens traveling or living abroad. Triage and enter information into databases such as Excel, ACS, CTF, and other CA databases. Perform other duties as assigned. Minimum Required Qualifications U.S. citizenship is required. High school diploma is required. Three years of experience working in an office environment. Security clearance required: Secret. Proficiency in Microsoft Office (Word, PowerPoint, Excel, SharePoint, Outlook). Ability to type mistake‑free final forms (letters, memorandums, cables, speeches, briefing papers). Excellent organizational, communication, and customer service skills. Pay Range The proposed salary range for this position is: $75,000 – $84,000. Compensation is influenced by geographic location, contract categories, prior experience, skills, education, and certifications.
