Program Manager #10117641-23300, Full‑Time, Term – Las Cruces, NM # of Positions: 1 Opening Date: 06-24-2026 – Close Date: 07-07-2026 Target Pay Range/Rate: $31.977-$32.617 per hour or $66,512.16-$67,843.36 annually Responsibilities Communicate program designs and goals to courts, staff, participants, and community stakeholders. Integrate information systems between judges, court administration and other stakeholders. Manage a single large program with a strategic focus on ensuring alignment with the judiciary’s goals and objectives. Maintain inter‑agency cooperation and develop working relationships with partners and community coalitions. Schedule, plan, organize and facilitate team and individual meetings, training, and program activities. Develop and prepare budgets, expenses and grant‑funded project programs. Complete required grant‑fund evaluation reporting and requests from city, county, state, federal agencies and private businesses. Draft requests for proposals, invitations to bid, and evaluate resulting proposals in compliance with state procurement code. Ensure accurate record keeping, HIPAA compliance and appropriate file destruction requirements. Monitor and evaluate contracts and contractors’ performance with respect to compliance and scope of work. Participate in core team meetings and review applicable policies and procedures. Analyze legacy and current jury management systems to improve the division. Audit and approve invoices ensuring compliance with procedures. Supervise, monitor, direct and evaluate advisors, volunteers, mediators, board members and professional representatives. Perform other duties as assigned to meet operational needs. Speak to legislators and attend or lead hearings. Supervise, train and discipline subordinate employees in procedures and case management. Lead interview panels for vacant positions and make recruitment recommendations. Collaborate with the Administrative Office of the Courts to ensure compliance with New Mexico Treatment Court Standards and maintain program certification status, including database monitoring and quarterly reporting. Lead staff in maintaining protocols for juror summonses, processing, mailing, data updating, peremptory sheets, tracking, and record maintenance. Assist other courts with training materials and system analysis. Develop policies, procedures and training for the court or division. Prepare complex statistical reports to evaluate goals and objectives. Provide jury panels for required trials and revise standard operating procedures. Advise judges and management on performance measures and case management best practices. Competencies / Qualifications Successful applicants should demonstrate knowledge of program planning, implementation, management and evaluation; employee supervision, meeting facilitation, budget management; grant procedures and writing; program reporting; state procurement rules; governmental and civic legislative processes; the court’s organization; New Mexico Civil Court System; criminal and juvenile justice; specialty courts; criminal statutes, rules and procedures; court procedures; New Mexico Criminal Justice Information System; basic contract law; HIPAA requirements; drug test procedures; surveillance systems and media relations; crisis and critical incident management; computerized data collection, compilation and entry techniques. Work Environment and Physical Demands Work is performed in an office or court setting. A valid driver’s license and travel may be required. The schedule may include nights, weekends, holidays and overtime. The employee must regularly interact with co‑workers, clients, the public, judges and justices. Education substitution: Four years of program management experience may substitute for education on a year‑for‑year basis. Experience: Three years of program management or oversight of project budgets, grant writing or contract management; or other directly related project management experience. Experience substitution: Additional relevant education may substitute for experience at a rate of thirty semester credit hours equals one year of experience.
