Vice Director for Manpower and Personnel
Organization of the Joint Chiefs of Staff
Summary This position is located in the Joint Staff (JS) Manpower and Personnel Directorate (J-1) at the Pentagon and is the Vice Director for Manpower and Personnel (VDJ-1). The VDJ-1 reports directly to the Director of Manpower and Personnel (DJ-1). The VDJ-1 serves as the deputy/alter ego to the DJ-1 and fully shares in assigned duties, responsibilities and program authorities. Learn more about this agency Duties Help The VDJ-1 shares responsibility for integrating all joint force manpower and personnel functions to strengthen the operational effectiveness of both the current joint force and that of the interdependent future force. All duties are aligned through the J-ls core competencies including plans and policy development, human resource allocation, resource management, military and civilian personnel management and data analysis. This is an executive management and leadership position with a focus on a comprehensive vision and strategies with the requisite policies, and programs to deliver. The VDJ-1 must assess, continuously improve, integrate and synchronize products and processes of the J-1, and link the organization to the goals and objectives of the Joint Staff and providing support to the Combatant Commands. The J-1 is tasked with oversight of the strategic health of the Joint Force for all manpower and personnel functions, including total force. The J1 supports the CJCS's responsibility to provide military advice to POTUS, SECWAR, NSC, & HSC (through understanding, integration and advisement) and to inform the design, implementation, and fielding of the Joint Force of the future. This position also focuses on developing and sustaining joint readiness, improving joint warfighting capability, and developing Joint Force leaders. Major duties and responsibilities include, but are not limited to:
- Planning, Programming and Establishing Organizational Goals: Provides executive oversight of the development and execution of a comprehensive human capital strategy.
- Program Direction: Oversee and integrates the activities of the J-1, including joint officer management, military and civilian policy, requirements and resource management, JTF management, military and civilian personnel manpower.
- Policy Development, Interpretation and Promulgation: Provides executive oversight of the development of joint plans and policies and instructions concerning manpower and personnel in support of the CJCS responsiblities and issues of interest to the CJCS.
- Resource Management: Provides fiscal policy, procedures, guidance, and oversight in managing the budget planning, allocation and execution process for budgetary programs.
- Technical/Profession Advice, Leadership and Organizational Representation/Liaison: Represents and briefs recommendations to the Undersecretaries of War. Serves as the senior J-1 civilian member on committees, task forces, working groups and similar bodies.
- You must be a U.S. citizen to qualify for this position.
- All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.

- In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).
