Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

• Plans, develops, and coordinates projects and/or programs that impact multiple organizations throughout the business unit. Analyzes new or proposed regulations, or other authoritative guidance to determine impact on program operations and existing policies and procedures. Identifies and analyzes critical problems and issues and the timing and sequence of key program events and milestones. Anticipates any adverse impact on budget and/or work plans. Develops innovative solutions, documents findings and conclusions, and develops and delivers presentations.
• Provides key input to leadership and team members. Coordinates and consults with all levels of the Service, on behalf of their respective organization. Represents the IRS interests and coordinates the impact of the projects/programs with employees and managers in all affected areas within the Service and with individuals and organizations outside of the Service. Proactively consults with Senior Project Managers, business unit managers and leadership to identify/define customer needs and requirements relative to employee compliance with safety, security, incident, and emergency management protocol. Conducts in-depth analyses of assignments to gather and evaluate information to set specific goals/action plans aligning to the mission and strategies of the Agency, assesses problem areas.
• Updates project/program control systems used by the business unit. Conducts reviews of projects/programs within the business unit's scope for their respective business units related to the Strategic Operating Plan (SOP). Ensures that plans are consistent with Service goals and objectives. Supports Senior Project Managers with identifying project/program resources to meet goals and objectives and recommends adjustment of resources.
• Plans, coordinates, establishes operating methods and procedures for accomplishing projects/programs. Directs the development and accomplishment of employee training relating to the project/programs. Conducts in-depth analysis of project/program data, requirements, and impact on overall objectives. Reviews, analyzes, makes recommendations, and/or develops contingency plans based on analyses and reports. Interprets policies and procedures to include implications of immediate and long-range activities. Identifies audit trends of activities for issue resolution and provides recommended courses of action to reverse unfavorable trends and determines best approach for addressing/resolving.

• Probationary Period - All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. During this time, your performance, conduct, and suitability for continued employment will be evaluated. You will not automatically convert to permanent status at the end of the probationary (or trial) period. Your supervisor must affirmatively determine that continued employment is in the best interest of the Federal service. If no certification is made before the probationary (or trial) period ends, your appointment will be terminated. • U.S Citizenship - Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
• Selective Service Registration - Males born after December 31, 1959 are required to be registered with the Selective Service System or prove they are exempt from having to do so.
• Personal Identity Verification (PIV) - Must provide 2 forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies .

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS GS-13 SPECIALIZED EXPERIENCE:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position must include:

• Analyzing process and technical issues and coordinate input from various divisions to identify new methods of correction to complete the work assigned. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.
• Evaluating new or modified legislation for potential impact on operations; and/or incorporate legislation into program goals, actions, and services.
• Analyzing assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
• Providing technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas.
• Working with internal and external organizations to implement service-wide communication strategies and outreach initiatives.
• Experience with oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
• Experience with written communication techniques to prepare executive briefings, managerial reports, project papers, manuals, and directives.
• Interprets, develops, adapts, and coordinates analytical reviews of new policies, procedures, and program requirements and their impact on operations and resources.

You must also meet the following requirements

• MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have:
  • Graduated from high school or been awarded a certificate equivalent to graduating from high school; or
  • Completed a formal vocational training program; or
  • Received a statement from school authorities agreeing with your preference for employment rather than continuing your education.

Education

Suitability Requirements:
