JOB SUMMARY

Serves as a member of the City’s Manager’s Leadership Team; works under and reports directly to the City Manager. Assists the City Manager by planning, organizing, coordinating and directing one or more department heads who are responsible for major city departments and/or divisions; provides policy guidance and coordinates the activities of assigned departments, divisions and services; fosters cooperative working relationships with civic groups, inter-governmental agencies and City staff. Recommends policies and procedures to improve efficiency of City services. Provides assistance and support to staff through superior leadership.

EXAMPLES OF ESSENTIAL FUNCTIONS

Plan, organize, coordinate, and direct, through department directors or division managers, the work of specified functional areas. Develop and direct the implementation of goals, objectives, policies, procedures and work standards for the assigned departments and divisions. Work closely with the City Manager, and other City departments, a variety of public and private organizations, and citizen groups in developing programs and implementing projects to solve problems related to area of assignment. Inform the City Manager of departmental activities; identify potential problems and make recommendations for solutions when City Manager or City Council action is required. Advise the City Manager on related issues and programs; prepare, recommend, and/or evaluate short and/or long-range plans for City services and programs. Develop specific proposals for action on current and future City needs. Attend various meetings including City Council, various boards, and commissions: staff meetings; represent the City in meetings and functions with outside organizations, agencies, businesses and the general public. Recommend final interpretations of City regulations and various ordinances, codes, and applicable laws to ensure compliance. Assist in budget development; monitor and approve expense requests. Represent the City and work closely with citizen boards and commissions and public and private officials to provide technical assistance, directly or through subordinate staff. Coordinate the preparation of a wide variety of reports or presentations for City management or outside agencies. Monitor developments related to delegated service areas; evaluate the impact on City operations and implement policy and procedure improvements; oversee contractual agreements and special projects. Prepare or assist in preparing agendas and other material for meetings of the City Council, boards, commissions, and committees. Research, prepare, and manage grant opportunities. Respond to citizen complaints and inquiries. Make formal oral and written presentations to City Council. Serve as the City Manager on a relief basis. Perform related duties as assigned.

Able to navigate GIS, personal computers, and other office equipment Work extended hours in extreme heat, cold, and inclement weather Ability to walk long distances (up to 5 miles) Subject to 24-hour call Computer skills including use of internet, electronic mail, and network Provide services to the general public when emergency conditions warrant it, either in preparation for, or as a reaction to, one or more disastrous events such as: a civil disturbance, hurricane, tornado, earthquake, flood, ice storm, fire, chemical accident including a hazardous material spill, possible public exposure to hazardous conditions, or other disasters which threaten the safety of the citizens (Note: The examples of essential functions as listed in this class specification are not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning specific duties not listed herein if such functions are a logical assignment to the position.)

REQUIREMENTS

Training and Experience: Bachelor’s degree in engineering, business, public administration, or related subject required. Master’s degree in Public Administration, Business Administration, or related field from an accredited college or university preferred. Five years progressively responsible professional experience in city or county management; with three years as director of a major municipal department or division; or private sector executive level management experience is preferred. Skilled in public presentations, coordination, and negotiations Knowledge, Skills, and Abilities: Knowledge of municipal codes, ordinances, and state/federal laws governing city administration. Must have excellent analytical, organizational, oral and written communication skills to draft and interpret legislation, legal concepts, policies, and legal documents. Physical Requirements: Some tasks involve the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pounds) items Ability to sit and use personal computers for extended periods of time Must report to work as scheduled and in a timely manner.
