The Executive Operations Management Analyst IV performs highly advanced senior-level organizational analysis, operational research, management studies, and executive operations support for Information Technology Executive Operations (ITEO). This position reports to the CIO Strategic Advisor / Director of Executive Operations.

The role supports the CIO Strategic Advisor / Director of IT Executive Operations by coordinating high-priority assignments, executive review and approval processes, briefing materials, correspondence, and cross-divisional initiatives — advancing IT Executive Operations’ mission of Driving IT Excellence through effective organizational processes, coordination, and accountability. Operating with minimal supervision and independence, the position exercises sound judgment in assisting with the management of complex, sensitive and high-visibility matters with organization-wide impact.

ITEO serves as a central coordinating function that assists and enables IT leadership alignment, operational standards, and support across IT and HHS. This position supports that mission by ensuring the timely, accurate, and coordinated execution of executive priorities, improving visibility into major initiatives, and strengthening organizational processes to enable informed decision-making.

Key responsibilities include managing, coordinating, and tracking executive initiatives, priorities, and deliverables; conducting and supporting management studies to evaluate executive operations workflows, intake processes, assignment protocols, workload trends, and request tracking practices; and administering tools such as the IT Approval Tracker to support executive-level approvals. The role also manages, assigns, and coordinates responses to IT media inquiries and open records requests, assists with obtaining approvals for legislative assignments, and Executive Commissioner correspondence assigned to IT to ensure timely, accurate, and compliant responses aligned with executive priorities.

Additionally, the position manages and supports executive review and approval processes, monitors and manages executive operations mailboxes, prepares executive communications and briefing materials for the CIO, and assists and collaborates with IT leadership, HHS partners, and program areas to complete tasks and resolve operational issues. This role advances continuous improvement by coordinating the development and maintenance of standard operating procedures, operations manuals, procedural guidance, and standardized documentation.

Essential Job Functions (EJFs):

Strategic Coordination and Executive Operations – 40%

• Develops executive responses, assesses requirements, and drives coordination across multiple leadership levels to support informed decision-making and ensure timely execution of IT initiatives, priorities and deliverables.
• Manage IT media inquiries by identifying information requirements, developing responses, and coordinating with IT and HHS stakeholders to ensure timely and accurate responses.
• Manages IT open records requests by identifying information requirements, developing responses, and coordinating with IT and HHS stakeholders to ensure timely and accurate responses in accordance with statutory and agency requirements.
• Assists with IT legislative assignments and other key priorities to support timely CIO Strategic Advisor / Director of IT Executive Operations and CIO review and approval of responses prior to submission.
• Assists with executive review and approval processes for IT Executive Operations, including tracking, organizing, and maintaining approval documentation.
• Manages Executive Commissioner Correspondence Tracking assignments by developing communications, coordinating assignments across IT, and monitoring progress to ensure timely responses and alignment with executive priorities.
• Administers and maintains the IT Approval Tracker to support executive-level approvals and workflow tracking.
• Supports business continuity efforts to ensure timely delivery of work items that advance IT priorities and organizational success.

Executive Operations Support and Coordination – 30%

• Conducts and supports management studies by consulting with leadership to identify priorities, define scope, objectives, time frames, and resource needs, and develop recommendations that improve organizational effectiveness.
• Research historical, current, and projected operational data to identify problems, root causes, process gaps, and opportunities for procedural or system improvements.
• Prepares executive briefings, decision-support materials, technical records, and reports that present and interpret data, identify alternatives, and justify recommendations for executive review.
• Monitors and manages executive operations mailboxes, including intake, assignment, tracking, and follow-up of incoming requests; evaluates priorities; coordinates draft responses with IT divisions; and supports executive decision-making through timely analysis and recommendations.

Operational Governance and Process Improvement – 20%

• Coordinates the development, update, and maintenance of Executive Operations standard operating procedures, operations manuals, procedural guidance, and standardized documentation to improve organizational effectiveness.
• Collects and analyzes workload, operational, business-practice, and workflow data to evaluate efficiency, effectiveness, conformance with established guidelines, and opportunities for improvement.
• Provides recommendations to forms, workflows, reports, and executive operations processes to streamline business practices, standardize procedures, and improve accountability.
• Evaluates operational alternatives, including improved business practices, technology-enabled processes, and contracted support models when applicable, to support effective and efficient IT Executive Operations.

Other duties – 10%

• Performs other duties as assigned.

• Keeps manager and peers informed as required or as necessary.

Knowledge, Skills and Abilities (KSAs):

• Skill in analyzing complex operational issues, identifying root causes, interpreting data, and developing actionable recommendations to improve organizational systems and processes.

Initial Screening Criteria:

• Bachelor’s degree in public policy, Public Affairs, or a closely related field from an accredited college or university is required. Experience may be substituted for education when allowed by HHSC policy.
• Preferred, master’s degree in public policy, Public Affairs, or a closely related field from an accredited college or university is required.
• Three or more years’ experience supporting executive leadership in a public sector environment preferred.

• Experience in performing advanced policy analysis, policy development, or strategic analysis in a governmental, regulatory, or large organizational environment is required.

Additional Information:

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.

This is a hybrid position. Selected candidate must work at the North Austin Complex (NAC) building in Austin, TX at least three (3) days a week.
