Management Analyst IV- Special Projects

The Management Analyst IV for Special Projects turns complex business needs into practical, efficient solutions by automating workflows, improving processes, and helping teams successfully implement new systems. This position is ideal for a creative problem solver who enjoys connecting people, technology, and data to make work easier, more accurate, and more effective.

The position performs advanced management analysis and project management work for agency special projects. Work includes planning and coordinating new systems and processes; evaluating operational efficiency; documenting business requirements and workflows; analyzing data; developing and executing user acceptance testing; and supporting implementation, training, and continuous improvement. During the Texas legislative session, the position works extensively with agency finance and budget staff to coordinate fiscal note tracking, schedules, deadlines, system support, and stakeholder communication. The position collaborates with information technology staff, vendors, contractors, internal agency programs, and Government and Stakeholder Relations. Work is performed under limited supervision with considerable latitude for initiative and independent judgment.

Essential Job Functions (EJFs):

Plans, leads, and coordinates special projects involving new systems, technology solutions, automated workflows, and business processes. Develops project plans, defines scope and deliverables, coordinates resources, tracks milestones and risks, facilitates project meetings, communicates status, and follows issues through implementation and stabilization. (25%)

Analyzes current operations, work processes, and system use to identify inefficiencies, control gaps, duplication, delays, and opportunities for automation or standardization. Works with stakeholders to design improved future-state processes and uses Microsoft Office and Power Platform tools, including SharePoint, Excel, Power Automate, Power Apps, and workflows, to support efficient and sustainable solutions. (20%)

Coordinates fiscal note tracking during the Texas legislative session in close collaboration with agency finance, budget, and Government and Stakeholder Relations staff. Maintains schedules and tracking tools, monitors deadlines and workflow status, supports users, coordinates issue resolution, and communicates with affected programs and project stakeholders to help ensure accurate and timely processing. (20%)

Elicits, analyzes, validates, and documents business needs, functional requirements, work processes, decision points, roles, controls, and system requirements. Develops clear process maps, standard operating procedures, job aids, training materials, status reports, and implementation documentation that support shared understanding, consistent execution, and knowledge transfer. (15%)

Develops user acceptance testing strategies, test plans, test cases, test data, and expected results for new or modified systems and workflows. Coordinates and executes testing with business users and technical partners; documents defects and outcomes; monitors corrections and retesting; and supports implementation readiness and post-implementation review. (10%)

Collects, organizes, analyzes, and interprets operational and project data to evaluate performance, identify trends, measure results, and support decisions. Builds reports, trackers, and other analytical tools; presents findings and recommendations to leadership and stakeholders; and evaluates whether implemented changes achieve intended efficiencies. (5%)

Builds productive working relationships with information technology staff, vendors, contractors, internal agency staff, finance and budget teams, Government and Stakeholder Relations, and other project partners. Facilitates communication, translates business needs for technical audiences, coordinates dependencies, and helps resolve issues among groups with different responsibilities and priorities. Performs other duties as assigned. (5%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

Project management principles, practices, tools, and project life cycles.

Business-process analysis, process improvement, workflow automation, systems implementation, change management, and operational efficiency.

Business requirements, user acceptance testing, defect tracking, implementation readiness, and post-implementation evaluation.

Data collection, analysis, reporting, and performance measurement.

State government operations and legislative-session work processes, including coordination of fiscal note activities.

Familiarity with Artificial Intelligence.

Skill in:

Using Microsoft Office and Power Platform tools, including SharePoint, Excel, Power Automate, Power Apps, and workflows.

Managing complex projects, schedules, deliverables, risks, dependencies, and competing deadlines.

Organize detailed work, manage multiple priorities, and meet fixed or rapidly changing deadlines with limited supervision.

Evaluate the effectiveness and efficiency of systems and processes and recommend measurable improvements.

Develop consensus, manage stakeholder expectations, communicate risks, and move projects from planning through implementation.

Registrations, Licensure Requirements or Certifications:

Project management, business analysis, Microsoft Power Platform, or process-improvement certifications are preferred but not required.

Initial Screening Criteria:

Required:

Graduation from an accredited four-year college or university. Relevant experience may substitute for education on a year-for-year basis.

Three years of experience performing project management, management analysis, business analysis, systems implementation, process improvement, or comparable special-project work.

Three years of experience documenting business processes, system requirements, standard operating procedures, project plans, testing results, or other detailed work products.

Three years of experience using Microsoft Office in a professional setting, including advanced use of Excel and experience with SharePoint.

Three years of experience analyzing data and using the results to identify issues, evaluate performance, or recommend process improvements.

Preferred:

Experience developing automated workflows or business solutions using Power Automate, Power Apps, SharePoint workflows, or comparable low-code tools.

Experience developing and executing user acceptance testing, including test plans, test cases, expected results, defect documentation, and retesting.

Experience working with finance, budget, legislative, fiscal note, or other deadline-driven government processes.

Experience coordinating work among information technology staff, vendors, contractors, program staff, leadership, and other business stakeholders.

Experience implementing a new system or major process from requirements development through testing, deployment, training, and post-implementation evaluation.

Additional Information:

This position is required to work in office two days a week at the North Austin Complex.
