Customer Service Technician

The employee works in the Transportation Division and is responsible for reviewing 4.1 site plans, use permits, form-based code projects and unified residential developments to ensure that the infrastructure needs of the County are met. The employee reviews plans for the following elements: streets, sidewalks, streetscapes, transit facilities, water mains, sanitary and storm sewer systems, storm water quality and detention systems, street lights, traffic signals and traffic controls. The employee also reviews developer proposals to ensure compatibility with the County’s long-range and short-range development objectives and compliance with the County’s Master Transportation Plan, transit initiatives, traffic management objectives, utility under-grounding program, capital improvement projects and Neighborhood Conservation programs. As project manager, the employee sees the project through from beginning to end. This includes: reviewing plans and/or coordinating the review process with other DES and County agencies; negotiating proffers with developers; negotiating conflicting interest issues that arise among internal County agencies; independently meeting with the County Board and the County Manager to resolve issues and define the County's position; and making presentations and recommendations to the Site Plan Review Committee and the County Board. A great deal of night and weekend work may be required to attend public hearings. Qualifications Permanent or limited term status in the Arlington County competitive service. Bachelor’s degree in Urban Planning, Civil Engineering or related field and three years of progressively responsible experience in project planning or project negotiations. Substitution Additional qualifying experience may be substituted for the education requirement on a year for year basis. A Master’s degree in Planning may substitute for one year of the experience requirement. Desirable Preference may be given to candidates with one or more of the following: a) experience organizing and managing team efforts that involve multiple skills and perspectives. b) a Master’s degree in Urban or Transportation Planning. c) experience using/applying traffic engineering principles and the Manual on Uniform Traffic Control Devices. d) experience reviewing major development proposals. #J-18808-Ljbffr
