Business Analyst I

Title: Senior Advisor

Location: Onsite - Frederick, Maryland

Duration: 6-12 months (high possibility of extension)

Position Summary

We are seeking an accomplished Senior Advisor to provide executive-level consulting and strategic advisory services to public sector clients. The successful candidate will partner with County leadership to assess organizational challenges, develop strategic initiatives, improve operational performance, lead organizational transformation efforts, and provide subject matter expertise across business operations, workforce planning, technology modernization, and enterprise project delivery.

The Senior Advisor will serve as a trusted consultant to executive leadership, providing guidance on strategic planning, organizational effectiveness, business process improvement, governance, change management, workforce development, and technology-enabled transformation.

Key Responsibilities

• Serve as a strategic advisor to County executives and department leadership.
• Assess organizational structures, business operations, and service delivery models to identify opportunities for improvement.
• Facilitate strategic planning sessions, executive workshops, and leadership retreats.
• Develop organizational transformation roadmaps aligned with County objectives.
• Advise leadership on business process optimization and operational efficiency initiatives.
• Conduct organizational assessments, workforce analyses, and resource planning studies.
• Lead business process reengineering and workflow improvement initiatives.
• Provide executive guidance on technology modernization, ERP, Enterprise Asset Management (EAM), and digital transformation initiatives.
• Develop governance models, performance metrics, and organizational performance frameworks.
• Support enterprise-wide change management initiatives.
• Advise on succession planning, leadership development, workforce capability assessments, and talent management strategies.
• Review business cases, feasibility studies, cost-benefit analyses, and strategic recommendations.
• Facilitate executive decision-making through data-driven analysis and recommendations.
• Support enterprise risk identification and mitigation planning.
• Develop executive reports, strategic presentations, policy recommendations, and implementation plans.
• Collaborate with Project Managers, Business Analysts, IT Specialists, and County stakeholders to ensure successful project execution.
• Mentor project teams and provide subject matter expertise throughout project lifecycles.
• Ensure consulting engagements are delivered in accordance with project objectives, timelines, budgets, and quality expectations.

Required Qualifications

• Bachelor's Degree in Business Administration, Public Administration, Information Systems, Organizational Leadership, Management, Engineering, or related discipline.
• Minimum 12 years of progressive consulting, advisory, or executive leadership experience.
• Minimum 8 years leading strategic initiatives, organizational transformation, or enterprise improvement programs.
• Demonstrated experience advising executive leadership on organizational strategy and operational improvements.
• Experience leading cross-functional initiatives involving multiple departments and stakeholders.
• Strong knowledge of organizational development, governance, strategic planning, and public sector operations.

Preferred Qualifications

• Master's Degree (MBA, MPA, MIS, Organizational Leadership, or related field).
• Public Sector consulting experience.
• County, State, or Federal Government advisory experience.
• Experience supporting ERP or Enterprise Asset Management implementations.
• Experience with workforce planning and organizational design.
• Executive coaching and leadership development experience.
• Experience leading digital transformation initiatives.
• Knowledge of process improvement methodologies.
• Experience facilitating executive workshops and strategic planning sessions.
