Assistant Superintendent for Finance and Operations

Financial and Operations Management 1. Ensure preparation and integrity of all district general accounting records and related financial reports using accepted standards for school accounting as prescribed by the Texas Education Agency (TEA).
2. Develop long-range and short-term objectives for district’s business operations and prepare district budget, including the special education cooperative budget. Monitor budget variances and oversee budget adjustments.
3. Act as financial advisor to the superintendent and board of trustees and keep them informed of the financial condition of the district.
4. Maintain the district’s investment portfolio. Supervise and coordinate the investment of all available funds to the best interest of the school district and ensure that these funds are adequately protected against loss at all times.
5. Ensure that all financial obligations of the school district (accounts payable, notes payable, and payroll) are met on a timely basis.
6. Implement and maintain internal control procedures to ensure the safeguarding of assets and reliability of accounting data and to promote operational efficiency and ensure adherence to prescribed procedures.
7. Oversee the auditing program for all district funds and work cooperatively with the district’s independent auditors in conducting annual and periodic audits.
8. Administer the business office budget and ensure that programs are cost effective and funds are managed prudently.
9. Oversee purchasing and inventory management, to include managing inventory records of fixed and movable assets, preparation of bids and bid specifications, timely replacement of fixed and movable assets, and surplus property disposal.
10. Oversee the management of safety and risk management, facilities and maintenance, child nutrition, transportation, and records management operations of the district.
11. Work with district personnel to project student enrollments, staffing needs, building and facilities’ needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
12. Incorporate district-level goals into operational objectives to ensure that students arrive at school and school activities safely and on time; receive nutritious meals; and attend school in an environment that is safe, clean, and conducive to learning.
13. Monitor and reevaluate operations departments on an ongoing basis to ensure that district needs are being met in an effective and efficient manner. Implement changes where appropriate.
14. Collaborate with architects and consultants during the design and planning phases of all construction projects to ensure compliance with the district’s specifications, design and construction standards, and building programs. Monitor the progress and compliance of ongoing construction projects.
15. Ensure that the necessary time, resources, materials, and technology to support accomplishment of district and department goals are available. Policy, Reports, and Law 16. Implement policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations. 17. Compile, maintain, and file all physical and computerized reports, records, and other documents required. 18. Prepare and evaluate monthly financial statements and related budget reports. 19. Prepare and publish comprehensive annual financial report in compliance with Governmental Accounting Standards Board (GASB) and TEA Financial Accountability System Resource Guide. 20. Develop financial information for submission of data to TEA. 21. Ensure Impact Aid application is submitted on an annual basis by required deadline. 22. Prepare required reports, including reimbursement claims, for all federal funds. Personnel Management 23. Select, train, evaluate, and supervise department staff and make recommendations relative to assignment, retention, discipline, and dismissal.
24. Develop training options and improvement plans for department staff to enhance the effectiveness of department operations. Other 25. Attend board meetings and make presentations when appropriate and/or requested.
26. Function as liaison with Joint Base San Antonio regarding support agreement and property leases. Qualifications:

Description/Notes:Primary Purpose:
