State of North Carolina Insurance Regulatory Analyst I Salary Recruitment Range: $58,613 - $60,000 Salary Grade: NC17 This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self‑motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. Mission of the Department of Insurance: To promote a stable insurance market through unbiased regulation and to protect the lives and property of every citizen in all 100 counties while fostering superior, user‑friendly service, courtesy, and respect. Primary Purpose of the Position: The primary purpose of this position is to provide technical knowledge and expertise in the Agent Services Division of the Department of Insurance. This employee will analyze, research, document and respond to company and citizen complaints and inquiries involving specific insurance matters, collection agency matters, premium finance company matters and motor club matters. In addition, this position must insure ensure that all licenses comply with North Carolina statutes and administrative rules. Department management is kept informed about findings of non‑compliance and appropriate corrective action is taken. Non‑compliance issues are handled according to the nature of the violations. Information is gathered by requesting documentation from companies, licensees and citizens. The Complaint Analyst compiles data on licenses concerning compliance with statutes and administrative codes and takes regulatory action when necessary. This position also receives referrals from the Consumer Services Division, Investigations Division, the Life and Health Division, Property and Casualty Division, North Carolina Secretary of State Office, the Governor's office and from councils of state involving violations that could lead to administrative action. The administrative action could lead to requesting that the licensee attend an informal conference. In addition, the action could include a referral to the Attorney General's office to prepare a Voluntary Settlement Agreement or Notice of Administrative Hearing for revocation of a license. Matters concerning criminal activity are referred to the Investigations Division for further review and possible criminal prosecution. This employee serves as a liaison to associations such as the North Carolina Collectors Association, the Department's legislative liaison and public information office. Each complaint analyst works independently in researching and analyzing the information received. The analyst determines what action should be taken with each complaint and responds promptly, clearly, and courteously informing the complainant of the action taken. This position is required to assist with special projects and complete all other duties as assigned based on business needs of the Division. Ability to interpret and apply provisions of the insurance laws to rate filings or premium calculation. Ability to express oneself clearly and concisely in oral and written form. Possession of professional designation appropriate to specialty area. (Ex FLMI, CPDU, CIC, CIE, AIE, MHP, etc.). Ability to work with and provide technical guidance to lower‑level analysts. Experience working with NIPR, NAIC, and iSite. Minimum Education and Experience Requirements Bachelor's degree in business or economics or a related program from an appropriately accredited institution and three years of experience in policy and rate examinations, underwriting, claims adjusting work, or financial/marketing analysis; or an equivalent combination of education and experience.
