Director of Affiirmative Action Compliance & EEO Programs – MassDOT/MBTA (Administrator VI) (260003FR) The Office of Diversity and Civil Rights (ODCR) assists the Secretary and CEO of the Massachusetts Department of Transportation and its agencies in the development of policies and programs regarding civil rights. The role ensures compliance with all state and federal affirmative action and civil rights laws. Position Summary The Director of Affiirmative Action Compliance & EEO Programs is responsible for managing the development, implementation, and administration of AA/EEO programs required by the U.S. Department of Transportation for approximately 9,705 MassDOT and MBTA employees. This position supports MassDOT and the MBTA in eliminating barriers to equal employment opportunity, promoting a diverse workforce, and ensuring compliance with civil rights programs and services. Duties and Responsibilities Assist in the development of EEO policy, the written EEO program, including the affirmative action and diversity plans and related informational materials. Ensure good faith efforts to advance equal employment opportunity goals, assisting managers in identifying problems, setting goals and timetables, and developing programs for fair and consistent application of work rules. Design, implement, and monitor an internal audit and reporting system to measure program effectiveness and compliance with legal obligations. Regularly conduct utilization analyses comparing the workforce composition with relevant labor pools to identify underutilization or adverse impact. Collaborate with MassDOT and MBTA Title 1 ADA Coordinators on targeted recruitment and outreach initiatives to secure a diverse talent pool. Prepare quarterly and annual reports in compliance with state and federal regulations for various oversight agencies. Preferred Qualifications Knowledge of state and federal regulations and guidelines relating to non‑discrimination in programs and services funded by the U.S. Department of Transportation. Knowledge of state and federal laws, regulations, and court decisions applicable to equal employment opportunity, ADA, affirmative action, civil rights, and employment laws. Substantial interpretive, analytical, and research skills. Effective oral and written communication skills. Ability to multi‑task and prioritize to manage a variety of ongoing projects and issues. Ability to exercise sound judgment and handle confidential information with discretion. Experience working in DEI initiatives and programs. Understanding of Employee Resource Groups (ERGs) and strategies for fostering an inclusive workplace culture. Knowledge of EEO regulations, AA, anti‑discrimination, and related civil rights laws and practices. Experience collaborating with Human Resources, leadership, and employee stakeholders on diversity, recruitment, retention, and workplace equity initiatives. Familiarity with federal and state compliance requirements related to EEO, ADA, and civil rights programs. Experience developing or supporting employee engagement, outreach, training, or workforce inclusion programs. Ability to analyze workforce trends and support initiatives promoting equitable employment practices. About MassDOT The 4,000+ employees of the Massachusetts Department of Transportation (MassDOT) develop, implement, and coordinate transportation policies and projects for the Commonwealth of Massachusetts, ensuring a safe and efficient statewide transportation system. Minimum Entrance Requirements At least five (5) years of full‑time or equivalent part‑time professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration, or clinical management. At least one (1) year in a project management, supervisory, or managerial capacity. Substitutions: one (1) year of experience may be substituted with a certificate; two (2) years may be substituted with a bachelor’s degree; three (3) years with a graduate degree; four (4) years with a doctorate.
