TITLE: PACNA FINANCE ANALYST

AREA: DEPARTMENT OF FINANCE- ADMINISTRATION

REPORTS TO: FINANCE DIRECTOR

GENERAL DESCRIPTION:

Provide financial, administrative, and operational support to the PACNA Program by ensuring the proper management of procurement, inventory, documentation, and processes related to the acquisition and control of food supplies for Head Start centers and BGCPR Clubs included in the proposal. This position ensures the efficient use of resources, compliance with organizational and regulatory requirements, and the timely preparation of financial analyses to support strategic and operational decision-making.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES: 

1. Record food purchases and inventory entries into the corresponding systems.
2. Process and follow up on invoice payments related exclusively to the PACNA Program.
3. Maintain ongoing communication with vendors and ensure compliance with organizational and regulatory processes.
4. Prepare and analyze financial reports related to budget, inventory, and food costs.
5. Monitor the utilization of funds and compliance with the assigned budget.
6. Maintain updated inventory records and food costs for centers and clubs.
7. Prepare documentation required for bidding processes, audits, and regulatory compliance.
8. Collect, organize, and maintain documentation related to PACNA proposals and operational compliance.
9. Participate in meetings, trainings, and interdepartmental collaboration sessions.
10. Develop data management and analysis strategies to support financial and operational planning.
11. This position requires recurrent site visits to centers, clubs, vendors, and operational locations as needed to support program operations, monitor compliance, review inventory processes, and ensure effective coordination with internal and external stakeholders.
12. Maintain effective communication with program coordinators and related departments.
13. Prepare financial analyses related to fund utilization, inventory movements, and cost trends.
14. Support additional administrative and operational tasks as assigned by management.
15. Maintain strict confidentiality regarding organizational, financial, and operational information.
16. Analyze procedures and provide recommendations for process improvements.
17. Comply with organizational policies, safety protocols, and internal procedures.
18. Fulfill mandatory reporter responsibilities in accordance with institutional child abuse and neglect policies.
19. Demonstrate commitment to the organization’s mission, vision, and core values in the performance of duties.
20. Coordinate and provide external auditors with all required documentation and information during audit processes.
21. Perform additional duties required by the Finance Director, Program Executive Director, President, and BGCPR Board of Directors.
22. Perform other duties as assigned by supervisors that are reasonably within the scope of the responsibilities listed above.
23. Ensure the complete and accurate implementation of all required systems for recordkeeping and reporting.
24. Participate in the annual program self-assessment process.
25. Perform any other duties as assigned.

REQUIRED EXPERIENCE, EDUCATION, SKILLS, AND KNOWLEDGE: 

Education: Bachelor’s Degree in Business Administration, Finance, Accounting, or related fields.  

Experience: 2 to 3 years of experience in Procurement ,  Finance ,  Inventory management ,  Budget management &  Administrative processes.

Additional Requirements:

• Knowledge of procurement processes and vendor management.
• Knowledge of PACNA guidelines and requirements or food program regulations.
• Proficiency in Microsoft Office and data management systems.
• Strong analytical, organizational, and attention-to-detail skills.
• Valid driver’s license and reliable transportation.
• Ability to handle confidential information.
• Availability for meetings and operational site visits as needed.

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:

1. Ability to sit for extended periods of time while performing administrative and computer-based tasks.
2. Ability to stand, walk, bend, and reach as needed during daily operations and site visits.
3. Ability to use hands and fingers for typing, data entry, and operating office equipment.
4. Ability to communicate effectively both verbally and in writing.
5. Ability to frequently work on a computer and perform tasks requiring visual concentration and attention to detail.
6. Ability to occasionally lift, carry, push, or move items up to 25 pounds.
7. Ability to travel and conduct recurrent visits to centers, clubs, vendors, and operational locations as required.
8. Ability to work in an office environment with moderate noise levels and occasional field-related activities.

• Economics and Accounting — Knowledge of economic and accounting principles and practices, financial markets, banking, and the analysis and reporting of financial data. 
• Mathematics — Knowledge of arithmetic, algebra, geometry, calculus, statistics, and their applications. 
• English Language — Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. 
• Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources.
