Employee Assistance Counselor

Position Overview Job Title: Employee Assistance Counselor (GS‑13) Location: Winchester, VA; Quantico, VA; Charlotte, NC; Los Angeles, CA; Minneapolis, MN; Newark, NJ; San Francisco, CA; Detroit, MI; New York City, NY Working Hours: Variable; may require evening and weekend work Job Type: Full Time / Permanent Eligibility: All U.S. Citizens; Current FBI employees serving under the same conditions are ineligible to apply Job Summary The Employee Assistance Counselor will deliver confidential counseling, crisis intervention, and mental‑health programs to FBI employees, their families, and task force officers. In this role, you will strengthen resilience, foster well‑being, and build a supportive culture within the agency. Key Requirements U.S. citizen, capable of obtaining Top Secret clearance Active state clinical mental‑health independent practice license (psychology, social work, psychiatry, professional counseling or allied mental‑health field) with demonstrated substance‑abuse experience; provide license number and type in resume Some travel required College transcripts required if meeting education requirements (see Basic Requirements below) Major Duties (GS‑12) Provide supportive counseling to employees, families, and officers experiencing distress, impaired job performance, health, finances, or social well‑being issues Help employees and supervisors resolve work‑related problems and monitor progress toward recovery Refer clients internally and externally Develop and present psycho‑educational topics to non‑clinical audiences Respond to national and local crisis events Provide after‑hours and on‑call support as needed Major Duties (GS‑13 – In Addition to GS‑12) Serve as a clinical mental‑health professional in the EAP at HQ/field office and act as a technical advisor to executive management Provide training and guidance to EAP coordinators and counselors Develop and deliver training on mental‑health and wellness topics Provide management consultations Qualifications and Evaluations Demonstrate competencies: Behavioral and Social Science, Communication, Consultative Services, Therapy and Counseling, Organizing and Planning Veterans’ preference will be applied; applicants must meet all qualifications by the closing date Basic Requirements Degree in behavioral science or related discipline OR equivalent knowledge of one or more behavioral or social sciences through education and/or experience OR four years of appropriate experience equivalent to a major in the field Official transcripts required for education pathways (unofficial acceptable for application, official required before employment) Specialized Experience (GS‑12) At least one year of experience interpreting federal laws, regulations, and directives governing employee assistance counseling programs At least one year of experience providing short‑term interventions and resource referral assistance to federal employees and families dealing with mental‑health or substance‑abuse issues, emotional or financial challenges, work‑related stress, grief/loss, or other personal problems At least one year of experience providing educational material and leading lectures, training seminars, or discussion groups Specialized Experience (GS‑13) In addition to GS‑12 requirements, at least one year of experience diagnosing and treating psychological illnesses and personality disorders, dual diagnoses, and maladaptive behaviors Experience providing educational material and communicating effectively in forums such as lectures and training seminars Experience consulting and advising management and healthcare professionals on complex employee performance and behavioral concerns, including addiction and rehabilitation issues Desired Skills GS‑12: Two years of full‑time experience after obtaining license (or 2–5 years post‑licensure) GS‑13: One year of full‑time experience at the GS‑13 level (or 5 years post‑licensure) Benefits Federal benefits package including health and life insurance, paid vacation, sick leave, federal holidays, and professional growth opportunities.
