Accountant II
The Marin County Department of Health and Human Services (HHS), Office of Finance has two (2) Accountant II vacancies: one supporting the Division of Behavioral Health and Recovery Services (BHRS) and one supporting the Division of Public Health. Under general supervision, the Accountant II performs professional-level accounting and fiscal work supporting HHS programs and services. Responsibilities include preparing, reviewing, analyzing, and reconciling financial transactions and reports; monitoring budgets, revenues, expenditures, and fund balances; and tracking payments, claims, and other fiscal activity. The Accountant II also prepares financial reports and claims for State and Federal funding and maintains supporting documentation to ensure accuracy and compliance with applicable requirements. In this role, the Accountant II works closely with program staff, other HHS fiscal professionals, County departments, funding agencies, and auditors to research and resolve fiscal issues and provide accurate financial information. The Accountant II interprets State and Federal rules, regulations, and funding requirements to determine fiscal impacts and helps ensure appropriate accounting treatment, documentation, and internal controls. The Accountant II also utilizes financial systems and spreadsheets to analyze financial information, prepare reports, and support effective financial management of assigned programs. HYBRID SCHEDULE The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
Our Highly Qualified Accounting Candidate has professional accounting experience that includes analyzing and reconciling financial information, monitoring budgets and expenditures, preparing financial reports, and preparing claims or invoices for reimbursement. Experience supporting State and/or Federal grants or other complex funding sources—including budget development and monitoring, preparing claims, maintaining supporting documentation, and responding to audits or funding agency inquiries—is highly desirable. The highly qualified candidate has strong analytical and problem-solving skills, sound knowledge of accounting principles and practices, and the ability to interpret and apply fiscal policies, regulations, and funding requirements. They are proficient with spreadsheets and financial/accounting systems and are comfortable using financial data to research issues, perform reconciliations, and prepare accurate reports. The highly qualified candidate is organized, detail-oriented, and able to manage multiple assignments and deadlines while maintaining accuracy. They exercise sound independent judgment, communicate financial information clearly to both fiscal and non-fiscal audiences, and establish effective working relationships with program staff, accounting professionals, auditors, funding agencies, and other partners.

- Accounting theory, principles and practices and their application to a wide variety of accounting transactions.
- Principles, practices and terminology of governmental accounting.
- Principles and practices of budgeting in a public agency.
- Principles and practices of cost accounting in a public agency.
- Computer applications related to the work, including spreadsheets and financial transaction processing and report preparation.
- Applicable laws, codes and regulations.
- Principles of financial auditing and reconciliation.
- Standard office practices and procedures, including the use of standard office equipment.
- Basic functions of a public agency.
Ability to:
- Analyze, review, interpret and reconcile financial data, reports and transactions.
- Verify the accuracy of financial transactions and reports.
- Ensure proper authorization and documentation for disbursements and transactions.
- Assist in developing, modifying and implementing financial record keeping and reporting systems.
- Learn to work with modern, integrated financial systems (Enterprise Resource Planning (ERP) systems)
- Prepare clear, concise and accurate financial and accounting reports and records.
- Use sound, independent judgment within policy and procedural guidelines.
- Organize own work and meeting critical deadlines.
- Make mathematical and statistical calculations rapidly and accurately.
- Maintain accurate records and files.
- Explain technical data to non-technical user staff.
- Plan, schedule, assign, direct and review the work of support staff or volunteers.
- Establish and maintain effective working relationships with those contacted in the course of the work.
Minimum Qualifications: Equivalent to graduation from a four-year college or university with at least 12 semester or 18 quarter units in accounting. Additional professional or technical accounting experience may be substituted for the education on a year-for-year basis, provided there is no substitution for the accounting units. Education or experience in using automated accounting systems and spreadsheets is highly desirable. In addition to the above: Two years of professional accounting experience. Experience in a public agency setting and within the specific area of assignment is highly desirable.
