POSITION PURPOSE: Under the supervision of the Program Manager for CCSEP, the IPS Supervisor provides leadership, oversight, and support to a team of up to ten (10) Employment Specialists (ES) to ensure high-quality, recovery-oriented employment services for program participants. This position is responsible for supervising staff performance, providing regular and operational supervision, ensuring fidelity to the Individual Placement and Support (IPS) model, and promoting integration with mental health teams. The Supervisor supports a client-centered and service-focused work environment by guiding staff in effective service delivery, reviewing client outcomes, and implementing performance improvement strategies. This position may carry a caseload depending on the number of supervised Employment Specialist. EXAMPLES OF ESSENTIAL DUTIES: The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.
Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Reasoning Ability:
Ability to define problems, collect data, establish facts, and draw valid conclusions; ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Experience and Training: Completion of a bachelor's degree from an accredited university in Social Work, Counseling, Psychology, Business Administration, or a related field is preferred. Bilingual proficiency is preferred. Candidates with a high school diploma or equivalent may be considered with a minimum of three (3) years of management or supervisory experience in Individual Placement and Support (IPS) services or behavioral health case management. IPS certification is required. LICENSES, CERTIFICATES & SPECIAL REQUIREMENTS: A Valid Driver's License with current California automobile insurance; A Valid Cardiopulmonary Resuscitation (CPR) Certification; A Valid Tuberculosis Blood (TB) test upon hire, must maintain every two (2) to four (4) years depending on Contract requirements after hired. PHYSICAL AND MENTAL DEMANDS: The physical and mental demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this class. - Provides direct supervision and leadership to a team of up to ten (10) Employment Specialists to ensure quality service delivery and program compliance.
- Provides supervision and oversight of the Individual Placement and Support (IPS) program, ensuring fidelity to the IPS model and alignment with program goals and outcomes.
- Supports staff in delivering employment services that promote rapid job placement and sustained competitive employment for clients.
- Ensures accurate and timely documentation of all services in SmartCare, including case notes, service activities, and required Medi-Cal billing documentation.
- Monitors Medi-Cal compliance and program documentation standards to ensure audit readiness and adherence to County and regulatory requirements.
- Provides ongoing coaching and training to staff on IPS principles, documentation requirements, and SmartCare workflows to support billing accuracy and program integrity.
- Conducts weekly individual and/or group supervision sessions to review client cases, address barriers, provide guidance, and identify effective service strategies.
- Collaborates and maintains regular communication with mental health team leaders, at minimum monthly, to ensure coordinated and integrated client care and services.
- Provides day-to-day operational leadership and support to Employment Specialist staff to promote a high-performing, client-centered, and recovery-oriented work environment.
- Participates in weekly Vocational Unit meetings and ensures representation and participation by at least two Employment Specialists.
- Reviews client outcomes and performance indicators with Employment Specialists on a quarterly basis and develops strategies and goals to improve program effectiveness and outcomes.
- Provides administrative, operational, and management support to the Program Manager as assigned or needed.
- Assists with data collection, tracking, and preparation of internal and external reports to support program monitoring, compliance, and quality improvement activities.
- Demonstrates knowledge and application of the Individual Placement and Support (IPS) model, Psychosocial Rehabilitation (PSR) practices, and Wellness Recovery Action Plan (WRAP) principles in support of participant recovery and employment services.
- The supervisor may carry one (1) caseload for 10 ES supervised or 10 caseloads for 5 ES supervised, with a maximum of 15 caseloads.
- Other duties assigned by Program Manager and Program Director.
- Demonstrated ability to effectively coach, supervise, and support Employment Specialists to promote positive client outcomes and adherence to program standards.
- Strong skills in collaboration and relationship-building with community partners, behavioral health providers, and external agencies to support integrated service delivery.
- Knowledge of serious and persistent mental illness (SPMI), co-occurring disorders, biopsychosocial rehabilitation principles, and evidence-based practices within recovery-oriented employment programs.
- Ability to communicate clearly, professionally, and tactfully, exercising discretion, objectivity, and cultural sensitivity when interacting with clients, staff, and stakeholders.
- Proficiency in relevant computer applications and software, including Microsoft Office programs such as Word, Excel, and PowerPoint, for documentation, reporting, and presentations.
