Budget Analyst

Summary The position is vital within the Office of Research and Development (ORD) and the facilities where research programs are conducted in Phoenix, AZ at the VA Medical Center. The primary purpose of this position is to perform specific budgetary functions associated with all aspects of the Research Service fiscal program in conjunction with the Administrative Officer (AO) and the Associate Chief of Staff (ACOS) for Research. Responsibilities The Budget Analyst performs specific budgetary functions associated with all aspects of the Research Service fiscal program in conjunction with the AO and ACOS for Research. This requires the ability to develop routine budgetary plans, projections, and reports, and to interpret information received from ORD, the individual VA Research programs, Fiscal Service, and other sources. The Budget Analyst performs budget work for Research Service in support of one or more of the phases or systems involved in budget administration including the formulation, presentation, or execution of a budget. The Budget Analyst advises on VA regulations, rules, procedures, and practices for initiating, preparing, and monitoring procurement, and contractual agreements. Serve as a COR designee for the service and oversees areas of acquisition administration and contractor's performance, as it pertains to Research service. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00 AM - 4:30 PM Telework: This position may be authorized for telework. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or educationas described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and understanding of tracking medical care appropriated funds; Develop routine budgetary plans, projects and reports; Provide guidance on budgetary policy; Provide administrate support to meet budgetary program goals; Assist in preparing budget estimates; Understanding of the formulation and execution of budget plans; Provide and review data for budget programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education, superior academic achievement. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school. The total percentages must equal at least 100 percent to qualify for this grade level (TRANSCRIPTS REQUIRED) GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and understanding of tracking medical care appropriated funds; Develop routine budgetary plans, projects and reports; Provide guidance on budgetary policy; Provide administrate support to meet budgetary program goals; Prepare budget estimates; Review and verify budget requests are complete, appropriate and justified; Understanding of the formulation and execution of budget plans and communicate with personnel at all levels to resolve and reconcile budget problems (i.e. Imbalances, budget transfers, cost-transfers); Provide and review data for budget programs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree Or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. The total percentages must equal at least 100 percent to qualify for this grade level. (TRANSCRIPTS REQUIRED) GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive and detailed knowledge and understanding of tracking medical care and research appropriated funds; Expert on developing routine budgetary plans, projects and reports; Formulate and execute budget plans and communicate with personnel at all levels to resolve and reconcile budget problems (i.e. Imbalances, budget transfers, cost-transfers); Provide and review data for budget programs; Conduct analyses to develop required date and information for reporting purposes; Understanding guidelines of OMB and congressional laws, regulations, policies, and directives, Federal policies, management and organizational techniques. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. The total percentages must equal at least 100 percent to qualify for this grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. The position uses a computer and standard office equipment to complete tasks.
