The primary purpose of this position is to serve as an Acquisition Program/Project Manager directing or supporting the activities of a DoD funded acquisition effort.

Duties

1. Leads manages directs or is responsible for acquisition activities either directly or in support of DoD funded acquisition efforts.
2. Exercises supervisory personnel management responsibilities at least 25% of the time.
3. Delivers presentations on acquisition program status accomplishments problems/analysis/solutions requirements for support and promotion of program objectives to senior military officers and civilians in other program offices or the command and with using supporting commands.
4. Represents the program office at higher levels within the organization and contractor organizations.
5. Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations contracting plans budgets and changes to the scope of work to be done by the contractor.

• Employee may be required to work other than normal duty hours to include evenings weekends and/or holidays. Shift work and emergency overtime may be required.

• This is a Centrally Managed position under the Acquisition Program Management Career Field.
• The employee must within 30-days of assuming this position and by 31 October annually thereafter file an OGE-450 Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
• This position may require travel. Work may require travel away from the normal duty station via military or commercial aircraft.
• This is an acquisition coded position. Selectee must complete required certification level 4 Advanced in Program Management within 24 months of assignment.
• This is a Critical Acquisition Position (CAP). Unless waived the selectee must a be member of the Acq Corps or be inducted in 6 months
• The selectee must agree to remain in this position for 3 years meet certification requirements or be able to meet them within 2 years and engage in continuous learning activities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management positions.

In addition to meeting the basic requirement above to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE : Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03 equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in leading managing and directing Department of Defense (DoD) funded acquisition activities while exercising supervisory personnel management responsibilities. This experience involves representing the program office and delivering presentations on acquisition program status accomplishments and solutions to senior military and civilian officials as well as to higher levels within the organization and contractor organizations. Must be able to apply comprehensive knowledge of the policies practices regulations and laws concerning the acquisition management process demonstrated through planning organizing and directing functional staff in the critical aspects of system development production and support and working in conjunction with contracting officers to approve contract terms plans budgets and scope changes. Experience is further supported by a thorough knowledge of the mission roles and organizational structure of the DoD and Air Force the ability to supervise and mentor subordinate employees and the ability to communicate clearly and concisely both orally and in writing with technical accuracy.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of successfully completed post-high school education and experience may be used to meet total qualification requirements. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

• Knowledge of the policies practices regulations and laws concerning the acquisition management process and initiatives.
• Knowledge of safety and security regulations practices and procedures.
• Knowledge of the mission roles functions organizational structure and operation of the DoD Air Force and organizations that govern interface with and/or influence the systems acquisition process.
• Skill to plan organize and direct the functional and staff in critical aspects of development and production support of systems or equipment and to coordinate various aspects of systems acquisition such as engineering contracting financial management configuration and manufacturing.
• Ability to supervise mentor motivate appraise and work with subordinate supervisors and non-supervisory employees.
• Ability to communicate both orally and in writing clearly concisely and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
