You can learn about our benefits here: Summary**A Grant Services Specialist III provides a wide variety of grant-funded professional administrative, programmatic and executive support services to an assigned City agency or program. Work of this class involves directing the activities of program work units or supervising program staff. Incumbents receive managerial direction from an administrative superior.Employees in this class work a conventional workweek that may include evening and weekend hours. Work is generally performed in an office or clinic where working conditions are normal. Work generally requires minimal physical exertion.**Essential Functions**The following examples illustrate the work performed in the grant-funded positions in the class. Grant-funded positions may require some or all of these examples depending on the organization of work within the agency or the provisions of the grant. This list is not inclusive. A grant-funded position may require related duties not listed, if necessary to accomplish the work of the agency or the provisions of the grant.) In an assigned City agency or program, may direct, administer, oversee and coordinate the planning, development, and organization of the activities and operations of a program.* Advises agency head on the status, findings and problems of projects and programs; recommends to same project policies, practices and problem resolutions.* With a high degree of independence, develops, implements, recommends changes in and approves program policies and procedures; directs and participates in the interpretation of policies and procedures.* May evaluate the performance of, discipline and recommend the hiring, firing and promoting of subordinate program personnel or unit supervisors.* May direct the preparation of grant proposals for agency programs and initiatives.* May direct the preparation and administration of a program budget, budget recommendations and the monitoring of budget expenditures.* May coordinate and oversee, upon referral from hospitals, clinics and other agencies, the provision of services to clients diagnosed with medical conditions or problems or needing care.* May oversee the maintenance and accuracy of detailed client case records and files; ensures the confidentiality of client case records and files.* May participate with others in conducting educational and informational meetings, programs and public health fairs with the general public and targeted at-risk populations.* Evaluates program activities to determine program effectiveness and to ensure achievement of program objectives; reviews policies and procedures to assess effectiveness, makes recommendations for improvement and reports findings to superiors.* Speak before community groups and other organizations presenting, explaining and promoting program services.* Coordinates program activities with other agencies and organizations explaining program services to and obtaining financial and other assistance from such agencies and organizations and providing assistance to them.* Operates a variety of standard office machines including personnel computers and related standard software and hardware to record, edit, store and revise correspondence, reports, statistical tables, forms and other materials.* Answers sensitive, controversial, unusual or complicated questions or complaints regarding work procedures or departmental or grant-funded programs, operations, services or functions.* Compiles complex reports, forms and summaries for agency head, reviewing, interviewing and investigating a variety of sources to secure complete and accurate information.* Oversees and coordinates studies, surveys and research projects.* Coordinates program activities with City, State and Federal governmental officials* May oversee and direct the provision of information and assistance to or gathering of information from non-English-speaking City residents including community groups, representatives of private organizations, health clinic clients and school children and their parents in obtaining services in situations requiring unusual tact or approaches involving specific language proficiency and cultural sensitivities which differ from normal work procedures or situations; may provide specified non-English language and document interpretation services to City residents and clients; may provide specified non-English language and document interpretation services to City employees and officials.**Minimum Qualifications****Education:** Have a bachelor’s degree from an accredited college or university and four years of experience in coordinating, monitoring and processing cases involving the provision of health, social, vocational or rehabilitation services to clients.**Preferred Minimum Qualifications**: Bachelor’s degree or equivalent experience in a relevant field. **AND****Experience:** Have two years of experience supervising subordinate staff or equivalent combination of education and experience.**Preferred Experience:** Working knowledge of contract terminology, governance structures, and organizational standards. Experience supporting compliance, legal, or policy teams. Strong document management and review skills. Ability to identify discrepancies and escalate issues appropriately.**OR****Equivalency Notes:** Have an equivalent combination of education and experience.**Knowledge, Skills, and Abilities*** Knowledge of administrative practices and procedures.* Knowledge (where required) of public health services and practices.* Knowledge (where required) of specified oral and written non-English language grammar, spelling and punctuation and associated cultural idioms, customs and norms.* Knowledge of research techniques and methodology.* Skill in grant writing and grant administration.* Skill in formulating public policies* Skill in coordinating responses from multiple public and private agencies, institutions and community resource organizations.* Skill (where required) in speaking, reading and writing a specified non-English language and interacting within associated cultural idioms, customs and norms.* Ability to plan, implement and administer a high-level, high profile special initiative program or project.* Ability to establish and maintain effective liaisons with people of varied backgrounds, including clients, families, neighbors, government representatives and officials and public and private community institutions, service providers and personnel.* Ability to deal with emergency or crisis situations with calm, tact and dispatch.* Ability to promote program activities.* Ability to communicate effectively, both orally and in writing.* Supervisory experience.* Administrative experience.**Additional Information****Background check**Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.**PROBATION**All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.Baltimore City Government is an Equal Employment Opportunity Employer, and we are committed to a workplace that values diversity, equity, and inclusion.
