Contract Manager

Birdi Systems, Inc. (BSI) is seeking an experienced Contracts Manager to oversee the development, negotiation, administration, and compliance of commercial and U.S. federal government contracts. This position serves as a key company representative for contractual matters and works closely with executive leadership, operations, project management, finance, legal counsel, and subcontractors.

The ideal candidate brings extensive federal contracting experience, strong knowledge of FAR requirements, excellent negotiation skills, and the ability to manage complex contracts in a fast-paced, technical environment.

Key Responsibilities:

• Serve as the Company's primary representative for contract-related matters, including negotiations, modifications, proposal submissions, and contract administration.
• Lead the review, negotiation, execution, administration, and closeout of commercial and federal government contracts.
• Review contracts, solicitations, proposals, and related documents to identify contractual obligations, risks, and compliance requirements.
• Interpret and administer contracts in accordance with company policies, applicable laws, and regulatory requirements.
• Support contracts governed by the Federal Acquisition Regulation (FAR) and, preferably, DFARS and agency-specific requirements.
• Review RFPs, RFQs, and RFIs and provide contractual guidance during proposal development and submission.
• Manage contract modifications, options, equitable adjustments, extensions, and other post-award actions.
• Ensure required certifications, representations, clauses, and federal contract requirements are properly addressed.
• Review, negotiate, and administer subcontracts, purchase orders, and subcontractor agreements.
• Ensure appropriate federal contract flow-down requirements are incorporated into subcontracts.
• Identify and mitigate contractual risks related to cost, schedule, performance, and compliance.
• Maintain accurate, organized, and audit-ready contract files and documentation.
• Partner with project managers, operations, finance, procurement, and executive leadership to support successful contract performance.
• Coordinate with outside legal counsel regarding contract negotiations, regulatory interpretation, and risk mitigation.
• Communicate contract requirements and obligations clearly to internal teams and external partners.
• Support audits, compliance reviews, reporting requirements, and other contractual obligations.

Qualifications:

• Bachelor's degree in Business Administration, Finance, Law, Contract Management, or a related field from an accredited college or university.
• 10+ years of progressive experience in contract administration or contracting.
• At least 5 years of experience in a management-level contracts role, such as Contracts Manager, Contract Administrator, or similar position.
• Demonstrated experience supporting U.S. federal government contracts.
• Strong working knowledge of FAR; DFARS experience preferred.
• Experience with subcontract administration and federal contract flow-down requirements.
• Strong contract negotiation, analytical, communication, and organizational skills.
• Ability to identify contractual risks and develop practical solutions.
• Exceptional attention to detail and ability to manage multiple contracts and priorities simultaneously.
• Proficiency with Microsoft Office Suite; experience with SharePoint or similar contract/document management systems preferred.
• Experience in engineering, construction, infrastructure, aviation, transportation, or other technical environments strongly preferred.

Preferred Qualifications:

• CPCM, CFCM, or NCMA certification.
• Experience supporting aviation, transportation, government, or critical infrastructure programs.
• Experience working with prime contractors and federal government customers.
• Experience managing complex, multi-party contracts and subcontractor relationships.
