Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of the Actuary (OACT), Medicare & Medicaid Cost Estimates Group (MMCEG). As a Actuary, GS-1510-13, you will develop long‑range and short‑range financial programs for the national health care programs. Duties Develop actuarial estimation methodologies and models for historical and projected Medicaid, CHIP, Medicare‑Medicaid dual eligibles, and BHP operation and for proposed program changes. Analyze, evaluate, interpret, and communicate technical and actuarial data and information for publication in the Agency's annual Actuarial Report on the Financial Outlook for Medicaid. Provide actuarial and technical guidance in review of Medicaid or other health care program waivers, alternate payment models, and managed care programs within OACT and other CMS components. Develop standards and processes for reviewing Medicaid managed actuarial certifications for capitation rates. Qualifications ALL QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. To qualify for the GS-13, you must have at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, including: Providing actuarial guidance in review of cost estimates, payment models, or managed care programs; AND Developing project plans or coordinating project tasks and deliverables; AND Analyzing, interpreting, or communicating actuarial data and information. Experience may include paid and unpaid work, including volunteer service through National Service programs such as Peace Corps, AmeriCorps, or other professional, philanthropic, community, student, or social organizations. Volunteer work counts toward the required experience. Education Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational background: A bachelor's degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer science totaling at least 24 semester hours, with at least 12 semester hours of mathematics including differential and integral calculus and one or more courses that required those calculus courses as prerequisites. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION.) OR a minimum of 24 semester hours of courses in the same disciplines at a four‑year college or university, meeting the same mathematics requirement. OR completion of a minimum of 24 semester hours of courses in the same disciplines at a four‑year college or university, meeting the same mathematics requirement. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION.) AND: One year of professional actuarial experience equivalent to at least the GS-12 level; and Associateship in the Society of Actuaries or the Casualty Actuarial Society, or enrollment as an Actuary.
