Manager, Contracts (Hybrid)

Overview Manager, Contracts – Hybrid – Fullerton, CA (U.S. Citizen required, DoD Secret security clearance required). The role leads cradle‑to‑grave contract management for the Joint Precision Approach and Landing System (JPALS) program, including proposal preparation, negotiation, administration and closeout. Responsibilities Lead contract life‑cycle activities: proposal development, negotiation, administration, modification, and closeout. Communicate with customers, government contracting officers, legal counsel, and cross‑functional partners to ensure compliance with company policies, legal requirements, and customer specifications. Analyze Requests for Proposal (RFPs), coordinate proposal content, and assist in pricing and technical solution development. Identify, assess, and mitigate contractual risks; provide strategic advice on contractual rights and obligations. Manage invoicing, fulfillment of contract requirements, and change orders. Support program gate reviews, management reviews, risk management activities, and contractual matters affecting the portfolio. Respond to unplanned requirements and coordinate quick‑response solutions. Collaborate with Program Management leadership, Office of General Counsel, DCAA, and DCMA on audits and fact‑finding. Qualifications – Must Have University degree with minimum 8years of government contract experience, or advanced degree with minimum 5years. Must be or be capable of obtaining a DoD Secret security clearance. Experience with U.S. government contracts under FAR/DFARS, CPIF contracts, and Truth in Negotiations Act. Prior experience as a contracts lead or in negotiating complex government contracts. Preferred Qualifications Advanced knowledge of complex proposal and contract administration. Strong interpersonal skills to work with internal and external stakeholders. Experience interfacing with DCAA and DCMA for audits. Demonstrated ability to work effectively in a team environment.
