Payroll Manager

Responsibilities

Kforce has a client that is seeking a Payroll Manager in Timonium, MD.Summary:We are seeking an experienced Payroll Manager to oversee multi-state payroll operations while supporting key Human Resources functions. This role will be responsible for ensuring accurate and compliant payroll processing, managing payroll tax requirements, supporting certified payroll activities, and assisting with employee benefits and HR administration. The ideal candidate will have a strong payroll background, working knowledge of employment regulations, and experience operating in a fast-paced environment.Key Responsibilities:Payroll Administration:

• Manage and oversee multi-state payroll processing
• Ensure payroll accuracy through auditing, reconciliations, and issue resolution
• Maintain compliance with federal, state, and local payroll tax regulations
• Support certified payroll reporting and compliance requirements
• Process payroll through ADP or similar payroll systems
• Review payroll reports and validate payroll data prior to processing
• Improve payroll workflows and support process efficiencies

HR & Benefits Support:

• Assist with administration of employee benefits programs, including health insurance, retirement plans, and leave programs
• Support employee onboarding and HR-related documentation
• Assist with employment law compliance and policy administration
• Help maintain employee handbooks and HR procedures
• Coordinate workers' compensation and related reporting activities
• Serve as a resource for employee payroll and benefits questions

Compliance & Reporting:

• Ensure compliance with payroll, tax, and labor regulations
• Support internal and external audits
• Prepare payroll and HR-related reports for management
• Maintain accurate employee and payroll records

Skills

• Bachelor's degree in Accounting, Finance, Human Resources, Business, or related field preferred
• 5+ years of payroll experience, including multi-state payroll processing
• Experience managing certified payroll
• Experience with ADP or similar payroll systems
• Strong knowledge of payroll tax regulations, registrations, and compliance requirements
• Strong reconciliation, analytical, and problem-solving skills
• Advanced Microsoft Excel skills
• Excellent organizational and communication skills

Preferred Qualifications:

• HR experience including benefits administration, retirement plans, and leave management
• Experience supporting workers' compensation programs
• Knowledge of employment law and HR compliance
• Payroll certification (CPP) a plus

The pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role. We may ultimately pay more or less than this range. Employee pay is based on factors like relevant education, qualifications, certifications, experience, skills, seniority, location, performance, union contract and business needs. This range may be modified in the future.


We offer comprehensive benefits including medical/dental/vision insurance, HSA, FSA, 401(k), and life, disability & ADD insurance to eligible employees. Salaried personnel receive paid time off. Hourly employees are not eligible for paid time off unless required by law. Hourly employees on a Service Contract Act project are eligible for paid sick leave.
