Position Summary
The Safety Manager / Fleet Safety Manager is responsible for developing, implementing, and managing all health, safety, environmental, and fleet safety programs for a commercial electrical construction company. This leadership role ensures compliance with OSHA regulations, DOT requirements, customer safety standards, and company policies while fostering a culture of safety and accountability throughout the organization.
In addition to traditional construction safety responsibilities, the Safety Manager oversees the company's vehicle fleet program, including vehicle safety compliance, driver qualifications, accident prevention initiatives, fleet inspections, maintenance coordination, telematics monitoring, and motor vehicle record (MVR) management. The position works closely with executive leadership, project managers, field supervisors, warehouse personnel, and vehicle operators to minimize risk, reduce incidents, and improve operational efficiency.
Essential Duties and Responsibilities
Construction Safety Program Management
- Develop, implement, and administer company-wide safety policies, procedures, and programs.
- Maintain compliance with OSHA, state, local, customer, and industry safety requirements.
- Develop annual safety goals, objectives, and performance metrics.
- Maintain and update the Company Health and Safety Manual.
- Evaluate and improve safety programs through audits, inspections, and performance reviews.
- Ensure safety practices align with company values and operational objectives.
Field Safety Oversight
- Conduct routine and unannounced jobsite safety inspections and audits.
- Identify hazardous conditions and unsafe behaviors and ensure corrective actions are implemented promptly.
- Review and enforce compliance with:
- Fall protection programs
- Lockout/Tagout procedures
- Electrical safety requirements
- NFPA 70E standards
- PPE requirements
- Excavation safety practices
- Confined space procedures
- Rigging and lifting activities
- Partner with project managers and field supervisors to proactively address safety concerns.
- Participate in project pre-planning meetings to incorporate safety requirements into project execution.
Training and Employee Development
- Develop and facilitate safety training programs for field and office personnel.
- Conduct new hire orientations and onboarding safety training.
- Schedule and manage OSHA, CPR/First Aid, NFPA 70E, aerial lift, forklift, and other required certifications.
- Conduct toolbox talks and monthly safety meetings.
- Track and maintain employee training records and certifications.
- Provide coaching and mentoring to supervisors regarding safety leadership and accountability.
Incident Investigation and Claims Management
- Investigate all workplace injuries, near misses, vehicle accidents, property damage claims, and safety incidents.
- Conduct root cause analyses and develop corrective action plans.
- Maintain OSHA logs and incident reporting documentation.
- Work with insurance carriers, claims administrators, and legal counsel as required.
- Coordinate return-to-work and modified-duty programs.
- Monitor incident trends and recommend improvements to reduce future risks.
Vehicle Fleet Management Responsibilities
Fleet Safety and Compliance
- Develop and administer the company's Fleet Safety Program.
- Establish policies governing vehicle operation, driver behavior, inspections, and maintenance.
- Ensure compliance with applicable DOT regulations and company vehicle policies.
- Maintain driver qualification files and vehicle documentation.
- Manage vehicle registration, licensing, and insurance records.
- Ensure all fleet vehicles meet safety and operational standards.
Driver Qualification and Monitoring
- Review and maintain Motor Vehicle Records (MVRs) for all authorized drivers.
- Establish driver eligibility requirements and corrective action procedures.
- Conduct annual driver evaluations and risk assessments.
- Manage driver onboarding and fleet safety orientation programs.
- Coordinate defensive driving and distracted-driving prevention training.
- Monitor driver behavior through telematics and GPS systems.
Vehicle Accident Management
- Lead investigations of all vehicle accidents and incidents.
- Analyze accident trends and identify opportunities for risk reduction.
- Coordinate accident reporting, insurance claims, and post-accident reviews.
- Establish corrective actions and additional training as needed.
- Develop programs to reduce preventable vehicle accidents.
Fleet Maintenance Oversight
- Coordinate preventive maintenance schedules for company vehicles and equipment.
- Monitor maintenance records to ensure compliance with manufacturer recommendations.
- Work with vendors and mechanics to schedule repairs and inspections.
- Track vehicle utilization and lifecycle costs.
- Assist with vehicle replacement planning and fleet budgeting.
- Ensure vehicles remain safe, reliable, and operational.
Telematics and Fleet Performance
- Manage GPS and telematics systems for company vehicles.
- Review reports related to:
- Speeding
- Seatbelt use
- Harsh braking
- Distracted driving
- Vehicle utilization
- Idling
- Develop corrective action programs to improve driver performance.
- Generate fleet performance reports for executive leadership.
- Identify opportunities to reduce fuel consumption and operating costs.
Regulatory Compliance
- Ensure compliance with:
- OSHA Construction Standards (29 CFR 1926)
- OSHA General Industry Standards (29 CFR 1910)
- NFPA 70E
- Applicable DOT vehicle regulations
- Local and customer-specific requirements
- Maintain all required safety records, audits, and compliance documentation.
- Coordinate and manage OSHA inspections and regulatory audits.
- Stay informed of regulatory changes and implement necessary updates.
Risk Management Responsibilities
- Conduct Job Hazard Analyses (JHAs) and risk assessments.
- Review project-specific safety requirements and plans.
- Collaborate with operations leadership to identify and mitigate risks.
- Assist with contract safety review processes.
- Support workers' compensation, general liability, and auto liability programs.
- Partner with insurance carriers during annual audits and safety reviews.
Leadership and Safety Culture
- Serve as the company's primary safety and fleet safety resource.
- Promote a proactive safety culture across all departments.
- Build strong working relationships with field personnel and management.
- Lead safety committees and employee engagement programs.
- Develop recognition programs that reward safe work practices and driving behaviors.
- Present safety and fleet performance metrics to executive leadership.
Required Qualifications
- Bachelor's Degree in Occupational Safety, Environmental Health and Safety, Construction Management, Business Management, or related field preferred.
- Minimum 5 years of construction safety management experience.
- Minimum 3 years of fleet management, fleet safety, or transportation safety experience preferred.
- Experience supporting commercial electrical construction projects strongly preferred.
- Strong knowledge of OSHA regulations, fleet safety standards, and risk management principles.
- Proficiency with Microsoft Office Suite, safety management software, and fleet telematics systems.
- Valid driver's license with an acceptable driving record.
