Role: Compliance and Risk Specialist

Department: External Resources Office (ERO)

Location: San Juan, Puerto Rico

The Compliance and Risk Specialist monitors proposals submission, programs administration, and awards management to ensure compliance with institutional and funding entities guidelines, notice of awards, special terms and conditions, timely reports filing, and applicable state and federal regulations.

He (She) ensures that the institution, PI/PDs, co-PIs/co-PDs, sub-awardees/ sub-contractors, and collaborators/partners comply with laws, policies, norms, and procedures pertinent to grantsmanship and awards and contracts management. He (She) plans, coordinates, and implements risk analysis, and writes reports regarding compliance assessment, good standing, and best practices for grantsmanship and awards and contracts management.

Essential Functions:

• Implement a Compliance and Risk Assessment Framework to monitor and assess the operational conformity of awards, subawards, contracts, and subcontracts with written agreements, commitments, institutional policies for business transactions, and funding entities’ regulations.
• Implement, assess, and improve the Sponsored Programs Kick-off Orientation (SPKO) and the Sponsored Programs Closing Orientation (SPCO).
• Keep updated GGM Certifications, Assurances, Eligibilities, and Statutory Federal/State Requirements, including SAM, HHS Form 690, Title V Eligibility, and Puerto Rico and Florida Government documents required for proposal submission. 
• Revise and update the Compliance and Assurances (IRB, FCOI, ICOI, RCR, foreign collaborations, exports, etc.) required for propposal submission.
• Oversee institutional members' use of web portals dedicated to proposal submission, management of awards/subawards, contracts/subcontracts, and reporting, including account opening/closing, institution affiliation, role assignment, validation, renewals, and institutional information updates.
• Draft subawards and subcontracts according to the format, requirements, and supporting documents; secure approval of signatures and oversee their execution. 
• Do searches and recommend actions related to the regulatory framework, compliance, and risk assessment of proposals, awards, and funded projects.
• Act as the Institutional Research Integrity Officer for matters regarding the responsible conduct of research.
• Keep electronic databases for contracts and subcontracts, final programmatic and financial reports of the funded projects, and other related information for historical and reference purposes.
• It is the custodian of the electronic archives and repositories of proposals and awards, safeguarding the information for the number of years dictated by the terms and conditions of the donating entities, institutional policies, IT backup, and protection protocols.  
• Participate in formal and informal training related to GGM regulatory framework, funding opportunities, best practices, and developments. 
• Collaborate with the ERO Director and staff by supporting proposal submission (pre-award), project administration and award management,ERO operations, and business transactions.
• Act as the shadow of the Post-Award Coordinator to execute the processes related to the area, ensuring business continuity. 

Minimum Requirements:

• Education: Master's degree in public health administration, or MBA is required.
• Fully Bilingual (English and Spanish).
• Experience with: Excel, Microsoft 365, Adobe, ClickUp, Canvas and Dropbox.
• Knowledge of general accounting, budget management, grantsmanship and grants management and connected with similar professionals (preferred).
• Must be a customer-oriented, proactive, and an active learner.
