Personnel Assistant I

The Military Personnel Clerk (TSO) compiles information from Reserve Component Soldiers' personnel records to produce accurate and complete discharge documents for active duty service.

This position performs a variety of general personnel clerical tasks in such areas as employee records, benefits, education, training, employment/staffing, compensation, employee labor relations, and equal employment opportunity/affirmative action. The Personnel Assistant may conduct surveys and update manual and automated personnel records.

This position performs a variety of tasks including, but not limited to, clerical and secretarial duties. The work is under general supervision of higher-level personnel in preparation of various human resource tasks throughout compensation, benefits, staffing/employment, EEO procedures and policy administration. The Personnel Assistant I is expected to exercise discretion at all times; limited judgment may be necessary at times. This assistant may be required to operate general office equipment such as: typewriter, personal computer, copier, adding machine, and facsimile.

Essential duties and responsibilities:

  • Perform all installation level personnel processes related to mobilization and demobilization records and data management.
  • Review IPPS-A and MARRS-N databases upon receipt of deployment packets from the Garrison Support Organization S-1.
  • Ensure all approved documents pertaining to each Soldier are filed in his/her individual deployment packet and uploaded in iPERMS.
  • Update ISM and prepare DD Form 214 worksheets.
  • Maintain 100% accountability of all Reserve Component mobilization and demobilization records.
  • Prepare, log, file and distribute orders for National Guard and Reserve deploying and demobilizing Soldiers. These orders include but not limited to extension orders, amendment revocations, attachments and releases from attachment.
  • Prepare and review DD Form 214, DD Form 220, and REFRAD orders during the demobilizing process using ISM.
  • Prepare packets for release from active duty

Supervisory responsibilities: None.

Qualifications:

  • Must be able to operate a Personal Computer (PC) with a functional knowledge of Microsoft Office Applications (primarily Microsoft Word, Excel, Outlook, Power Point and Windows graphical user interface) and Data/web based systems required for task area performing work.
  • Must have a working knowledge of Army rank structure and military unit relationships (e.g., Company, Battalion, Brigade, Division, etc).
  • Must be able to work under stressful conditions and be physically able to demonstrate the training/support tasks to standard.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Monitoring/Assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action.
  • Considering the relative costs and benefits of potential actions to choose the most appropriate one.
  • The ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem.
  • The ability to apply general rules to specific problems to produce answers that make sense.

Education and/or experience: At a minimum, possess a High School Diploma or GED Equivalent. Preferred minimum 2 years administrative military personnel experience. An equivalent combination of education and experience as identified above.

Language skills: Must be able to speak, read, write, and understand English. Ability to read, comprehend and explain instructions, letters, memos, emails and correspondence from inside the organization as well as from external sources. Ability to effectively respond, communicate and present information to clients and other employees in the organization.

Reasoning ability: Ability to organize work, define and solve problems, establish and manage priorities, collect data, establish facts and draw valid conclusions based on facts. Manager participates in prioritization of work and decision-making on allocation of resources. The incumbent must be able to analyze a situation analytically, evaluate the facts/data and formulate a plan of action.

Certificates, licenses, registrations: Must possess a valid U.S. state driver's license, applicable for the type and class of vehicle being operated.

Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus.

Work environment: Duties are primarily performed in an office environment; however, travel to off-site projects may involve work outdoors; in warehouses; supply points; motor pools; maintenance facilities; etc. for short periods of time.
